1. CALL TO ORDER – Mayor Screech called the meeting to order at 7:36 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

a) K. Gray, Mill Bay and District Conservation Society, Re: Request for Grant-in-Aid
Mr. Gray gave a presentation to Council regarding the Mill Bay and District Conservation Society’s Coho Enhancement project. He requested a grant-in-aid to assist in purchasing a shipping container to house project equipment at Shawnigan Lake School.
Council and Mr. Gray discussed the project, engagement with Peninsula Streams, funding sources, and other government support.

C-47-22 THAT a $1,500 grant in aid be provided to the Mill Bay and District Conservation Society towards the purchase of a shipping container to house equipment for their Coho Enhancement Project. CARRIED
b) G. Pearce, Municipal Consultant, Re: Proposed Overhead Cable Car Gondola Transit Connector
Mr. Pearce gave a presentation to Council regarding a proposed overhead cable car gondola transit connector to address commuter traffic issues between the Westshore and Esquimalt. He requested that the Town contribute $20,000 toward a joint pre-feasibility study with neighbouring municipalities as well as federal and other local agencies to improve year-round public transit.
Council and Mr. Pearce discussed potential security concerns for CFB Esquimalt, content of the joint pre-feasibility study, route options, and funding.

a) Community Climate Action Strategy
- Report dated May 11, 2022 from the Senior Planner
The Senior Planner gave a summary of the report to Council.
Council and staff discussed targets, budget for implementation work in future years, compact development, tree retention, transportation, the need for a climate lens, some activity already being undertaken, renewable natural gas, fuel switching, the need for the community to take action, the role of the municipality in informing the community, and the discomfort that will accompany the changes required to reach targets.

THAT the Community Climate Action Strategy be amended by removing section 1.1 (compact forms of development);

AND THAT staff be authorized to execute the contract amendment substantially in the form attached to the Chief Administrative Officer’s report dated May 13, 2022 titled “Fire Department Dispatch Contract”. CARRIED

- Report dated May 12, 2022 from the Senior Planner
Council and staff discussed the statutory requirement for five per cent park dedication or cash-in-lieu if condominium stratas apply to become bare land stratas, and how the portion of Portage Park within the Land Use Contract area is already zoned for park.
