1. CALL TO ORDER – Mayor Screech called the Public Hearing to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on May 25, 2022. The notice was also advertised in two consecutive issues of a newspaper being the Times Colonist on Wednesday, May 25, 2022 and Thursday, June 2, 2022. A total of approximately 496 notices were mailed on May 24, 2022 to owners and residents of land located within a 400 metre radius of the subject property.

4.1 STAFF REPORTS
a) Temporary Use Permit No. 2022/01 – 2 Hospital Way
- Report dated June 1, 2022 from the Senior Planner
The Senior Planner gave a summary of the report to Council noting that the proposed temporary use permit is to allow construction parking for an adjacent development site (9 Erskine Lane).
Council and staff discussed pedestrian access across the statutory right-of-way.
- Comments from the Applicant
S. Alexander, West Urban Developments, noted that the developer is attempting to mitigate construction impacts in the neighbourhood with this parking proposal and is looking forward to proceeding with their project.
Council and the applicant discussed vehicle parking.
At the Mayor’s request, the Director of Development Services confirmed that the property owners have agreed, in principle, to permit public pedestrian access on the statutory right-of-way that traverses the subject property. While a number of steps still need to occur to formalize this arrangement, the property owners have signaled their intent, and all parties are working towards the goal of enhanced pedestrian connectivity.
