Objective

Ensuring Continued Service In View Royal

  • In order to ensure continuity of dependable wireless service for community members in View Royal, Rogers is proposing to build a 33.0-meter tall monopole tower at the BC Housing-owned property at 94 Talcott Road, Victoria, BC V9B 6L9.
  • Rogers currently has its wireless equipment co-located on an existing BC Hydro transmission tower in the area, however the existing hydro structure is planned to be redeveloped and, as a result, Rogers is required to find a new location for its tower so that wireless services can remain active.
  • This location was selected due to its central location within the area needing service, proximity to supporting infrastructure including existing access and power and respectful siting adjacent to the Highway 1 corridor.
  • The Provincial Rental Housing Corporation (BC Housing Management Commission) is the owner of the Lands and will receive the Lease revenue.

  • Rogers has made an effort to keep its space needs to a minimum
  • 5.1 m x 7.0 m compound size
  • Rogers’ equipment includes a monopole structure and foundation, a shelter containing ancillary electronics equipment and fencing.

  • Rogers is proposing a slim monopole structure rather than a guyed tower or lattice structure.
  • The monopole design will cost an extra $100,000 however it is the most aesthetically pleasing solution available for this type of application.

Consultation Process

Innovation, Science and Economic Development (ISED) Canada Default Process

  • In order to proceed with this proposal, Rogers was required to undertake a public consultation process in accordance with Innovation, Science and Economic Development (ISED) Canada requirements.
  • The ISED Default Consultation Process entails the following three (3) general steps:
    1. Area Resident Notification: Rogers notified all property owners and occupants within a radius of three times the height of the proposed tower.
    2. Newspaper Notice: Rogers posted two consecutive notices in both the Goldstream Gazette and Times Colonist publications
    3. Land Use Concurrence Request: The process concludes with Rogers requesting a motion or letter of land use concurrence from View Royal Council.

Consultation - Results

Limited Public Interest

During the public comment period, Rogers only received one (1) public comment from a community member.

This commenter did not indicate support or opposition however they did provide a couple suggestions.

Suggestions Received

  1. Paint the monopole green to blend in with adjacent trees.
  2. Consider a landscape buffer near the compound if feasible.

Request for Land Use Concurrence

Although Rogers is exclusively regulated by the Federal Government, ISED requires Rogers to consult with the relevant land use authority as a commenting body in the siting of antenna support structures. As a form of comment, Rogers is requesting land use concurrence from the town of View Royal in the form of a resolution or a letter that addresses the following items:

  • The Town is satisfied with Rogers’ consultation process, as outlined in ISED’s Default Public Consultation Process;
  • That the proposed tower is a permitted use;
  • The proposed design and location is acceptable;
  • That the Town has been consulted and concurs with the tower location.
