HELMCKEN BAY PUMP STATION UPGRADE TENDER AWARD
RECOMMENDATION:
THAT Council approve the award for the Town’s 2022 Helmcken Bay Sanitary Lift Station Upgrade Contract to G&E Contracting LTD. at a price of $552,300.00 plus GST.

PURPOSE OF REPORT:
To receive Council approval to award the Town’s 2022 Helmcken Bay Sanitary Lift Station Upgrade Contract to the lowest bidder, G&E Contracting Ltd.
BACKGROUND:
Per C-088 of the View Royal Financial Plan 2022-2026, the Helmcken Bay Sanitary Lift Station is scheduled to be upgraded in 2022. Thus, the tender for the Town’s 2022 Helmcken Bay Sanitary Lift Station Contract was advertised on BC Bid, Civic Info and on View Royal’s municipal website, with the closing date for this tender being June 3rd, 2022.
PROJECT INFORMATION:
The services to be carried out under this contract include the following:
Supply and install works to upgrade the Helmcken Bay Sanitary Lift Station:
- Replace all internal mechanical works in the wet well (except pumps)
- Install external valve chamber with flow meter
- Replace the control kiosk
- Adjust sewer gravity mains to allow for external valve chamber
The bid results were as follows:
G&E Contracting: $552,300.00 plus GST Industra Construction Corp.: $1,037,740.36 plus GST
Budgeted Amount: $670,000.00
The earlier sanitary lift station upgrades, at Midwood lift station, Stewart lift station, Heddle lift station and Thetis Cove lift station were completed by G&E Construction Ltd. Staff were satisfied that these projects were completed in a professional and timely manner.
In conclusion, staff recommends that the proposed 2022 Helmcken Bay Sanitary Lift Station Upgrade Contract be awarded to G&E Contracting Ltd.
BUDGET IMPLICATIONS:
The budgeted amount of $670,000.00 for this project is sourced from Sewer Capital Reserve and DCC’s up to $73,753.00.

ALTERNATIVE TO STAFF RECOMMENDATION:
Do not award the contract & re-tender the project at a later date. However it is more prudent to install now as this is a priority pump station that also incorporates catchments from the Heddle pump station and Stewart pump station.
