UBCM GRANT APPLICATION – RESOLUTION AMENDMENT
RECOMMENDATION:
THAT Council authorize Staff to apply for the Union of British Columbia Municipalities (UBCM) – Strategic Priority Fund (Capital Infrastructure Stream) to support the Admirals Road Active Transportation Improvement Project, identified in the 2025-2029 Financial Plan;
AND That Council support the proposed activities and provide overall grant management and support any potential cost overruns.
PURPOSE:
The purpose of this report is to obtain an amended resolution to apply for the UBCM grant for the Admirals Road project.
BACKGROUND:
The previous resolution that was recommended by staff was passed by Council at the July 15, 2025 regular Council meeting:
THAT Council authorize Staff to apply for the Union of British Columbia Municipalities (UBCM) – Strategic Priority Fund (Capital Infrastructure Stream) to support the Admirals Road Active Transportation Improvement Project, identified in the 2025-2029 Financial Plan;
Staff applied for the grant under this premise and UBCM has responded stating the need to additionally confirm the following commitments:
- That Council support the proposed activities and provide overall grant management;
- That Council support any potential cost overruns.
As Council has directed staff to only apply for the design services portion of the project, no additional impacts are expected as a result of the additional resolutions. Council will be empowered to make design option decisions as part of the project process.

| Financial Implication: | Grant approval would put less reliance on the use of Casino Revenue ($300k). Risk management planning indicates that cost overruns for strictly a design exercise is a very low risk (not expected and controllable). |
