UBCM GRANT APPLICATION – RESOLUTION AMENDMENT

RECOMMENDATION:

THAT Council authorize Staff to apply for the Union of British Columbia Municipalities (UBCM) – Strategic Priority Fund (Capital Infrastructure Stream) to support the Admirals Road Active Transportation Improvement Project, identified in the 2025-2029 Financial Plan;

AND That Council support the proposed activities and provide overall grant management and support any potential cost overruns.

PURPOSE:

The purpose of this report is to obtain an amended resolution to apply for the UBCM grant for the Admirals Road project.

BACKGROUND:

The previous resolution that was recommended by staff was passed by Council at the July 15, 2025 regular Council meeting:

THAT Council authorize Staff to apply for the Union of British Columbia Municipalities (UBCM) – Strategic Priority Fund (Capital Infrastructure Stream) to support the Admirals Road Active Transportation Improvement Project, identified in the 2025-2029 Financial Plan;

Staff applied for the grant under this premise and UBCM has responded stating the need to additionally confirm the following commitments:

  • That Council support the proposed activities and provide overall grant management;
  • That Council support any potential cost overruns.

As Council has directed staff to only apply for the design services portion of the project, no additional impacts are expected as a result of the additional resolutions. Council will be empowered to make design option decisions as part of the project process.

ANALYSIS:

Impacts and implications can be summarized as follows:

Community Impact: N/A
Financial Implication: Grant approval would put less reliance on the use of Casino Revenue ($300k). Risk management planning indicates that cost overruns for strictly a design exercise is a very low risk (not expected and controllable).
Inter-governmental Relations Impact: Significant engagement with local governments, the province, BC Transit, First Nations are required.

ALIGNMENT:

The recommended option aligns with the Town’s following core guiding documents as follows:

Document Alignment
Strategic Plan: Strategic Priority A, Goal 1: Shift primary transport mode within View Royal away from vehicles to walking, cycling and transit.
Official Community Plan: OCP engagement has confirmed that traffic congestion is one of the top priorities of the Town to address. Designing a more accessible corridor on Admirals Road is a first step in offering View Royal residents with more transportation choices to improve their ways of getting around.
Other Policy Documents: Active Transportation Network Plan (2023): Action Plan 1 A (Immediate) – Implement Admirals Road pedestrian and cycling facilities from Island Hwy to Hallowell Rd.
