Old Island Highway shut down with no notice

-----Original Message----- From: Diane & Russ Ridout Sent: October 9, 2025 4:31 PM To: Mayor And Council Email mayorandcouncil@viewroyal.ca; Engineering E@viewroyal.ca Subject: Old Island Highway shut down with no notice

Hello Mayor and Council, Engineering Department,

Today just before 1 pm, Craigflower Road was backed up on the northbound lane, due to the Old Island Highway, being shut down for the Hyrdo Crew working on one man hole on the middle of the road, across from 250 Island Highway.

The reason of my email, this major artery roadway has been shut down so many times, residents of View Royal are not properly notified in order to use other routes to commute from work and from home.

It was confirmed over the phone, that BC Hydro is exempted from contacting the municipality of any work being performed on our major roadways.

A couple of weeks ago, contractors for BC Hydro have already worked on the Old Island Highway, including on the weekend on the manholes.

Residents are burnt out from the construction shutdowns, using the highway for their construction builds, as well as on Helmcken and Burnside earlier today, using one lane for their construction. The Helmcken Road pavement in front of this build, has been damaged by heavy equipment forming depression and cracking of our road way.

Please consider the residents in the approvals of big construction, not shutting the roads down and ensure contractors give proper notice to the public so that we can use and plan another routes coming to and from View Royal.

The old Highway is considered a disaster route for emergency vehicles to use. We need to keep this major road way open , as we are congested out with so many traffic jams, living in View Royal right now.

Thank you for your time in reading my email. Diane Ridout
