Good Afternoon Katherine,

Thank you for following up regarding your concerns over vehicle speeds in the Chilco and Lund areas. In short, we are still obtaining additional data in accordance with our Traffic Calming Policy. The previous Stage 1 Traffic Calming data did not necessarily indicate a need to proceed to Stage 2 (therefore no traffic calming needed). However, staff recommended a redeployment of Stage 1 Traffic Calming to confirm some numbers. I had approved this and Stage 1 will henceforth be redeployed in the near future for further evaluation. For info, stage 1 traffic calming involves temporary installation of speed reader boards. So you should see these soon.

In the meantime, to continue better customer service on moving vehicle violations (speeding), we encourage you to contact the RCMP non emergency number to provide your request for speed enforcement. The Town does not administer moving vehicle violations, and we find that a combination of Stage 1 calming and RCMP enforcement can significantly help with speed compliance from time to time. The RCMP non emergency phone number is 250-474-2264. I should note that RCMP often travel in a non marked vehicle, thus making it a bit more difficult for folks to observe their presence.

Regarding the type of traffic calming that the Town may entertain, dependent on whether traffic calming is to be escalated to Stage 2, please consult our traffic calming policy. Once Stage 1 traffic calming is complete we will inform you, via staff, of the results, and potential solutions if warranted.

Dear Mayor and Council:

Please note, for the record, that I have been in contact with Engineering and two council members (Damian and Don) a year ago, about this matter. After a few emails back and forth with Engineering and the councillors, everything went quiet.

I live at 2380 Chilco Road. Our street has become a race track in the past two or three years, and it's especially bad from the intersection of Chilco and Haagensen, continuing where Chilco becomes Lund and then down towards the highway. Vehicles come speeding down from Haagensen intersection, or they come speeding up from Lund, travelling at speeds much greater than the 30km posted speed zones. From my upstairs craft room window, I witness this ALL THE TIME! We already have roads that are too narrow, and too many cars are parked on both sides of the road. Older sections of Chilco have speed humps, and a speed reader, which I think do help reduce the speeding a little bit. I have asked for these but so far, nothing has happened. How is it the older section of Chilco has these safety features and the newer section does not?

The RCMP did come by a few times (I was told, I never saw them myself), which I think is a waste of valuable police time. Mayor and council and Engineering need to come by several times, watching and measuring (with speed readers) how many people are driving at an unsafe speed. Then, they need to devise some kind of traffic calming, which could involve a few different things. Maybe a 4-way stop at Haagensen/Chilco, plus several speed humps down towards Lund, and then also all along Lund, too. There is a stop sign at the intersection of Lund and Lund (I know, sounds crazy, a stop sign that is merely decorative on Lund, between Massey Place and Cahilty: why?). If they can have a stop sign there, then why not at Haagensen/Chilco?

Or close off access near Chilco/Lund intersection so it's no longer a traffic loop around the neighbourhood? When we moved here, there was no through road and we all functioned fine. Chilco was originally a cul de sac, so there was generally no need for speed humps and speed readers.

Friends of ours live on Casey Place, and the last time we sat in their backyard in the afternoon, we could not believe the vehicles flying down from Chilco onto Lund, many of them braking hard as Lund curves sharply towards the east. Our friends mentioned that they think their end of Lund is also an accident waiting to happen.

My ideas for a solution may or may not be the right thing to do, but that's what Engineering is for, right? There must be some traffic specialists who can come up with ways to make our roads safer.
