Housing Target Report Update – Reporting Period 1.2 Presentation

Background

• Town of View Royal selected as part of Cohort 3 on July 30, 2024
• The Town is now required to supply 6 total reports, between 2025 and 2029 (once a year)
• The Town’s Housing Target Order (HTO) requires 585 new units over the next five years

Reporting Requirements

The Town is required to complete the following:

1. Report back to the Province within 45 days of the end of the reporting period (March 17, 2025)
2. Publish the report on the Town’s website; and
3. Submit Council’s resolution of the report to the Province.

Reporting Summary

Reporting Period 1.2 (August 1, 2024 – July 31, 2025)

• Total of 265 Units Completed (building occupancy)
  • HTO Housing Target Year 1: 99
• Three Development Permits Completed (approximately 36 units)
• Additional units to be captured in later reporting periods (~ 443 multi-family units):
  • 181 Island Hwy (82)
  • 7 Erskine Ln (79)
  • 1449 Burnside Rd W (234)

Recommendation

THAT Council approve “Housing Target Update Report – Reporting Period 1.2, August 1, 2024, to July 31, 2025”, dated August 7, 2025.

AND THAT Council authorize staff to submit the report titled “Housing Target Update Report – Reporting Period 1.2, August 1, 2024, to July 31, 2025”, dated August 7, 2025, in accordance with the Province’s Housing Supply Act and Housing Supply Regulation.

AND FURTHER THAT Council authorize staff to publish the report titled “Housing Target Update Report – Reporting Period 1.2, August 1, 2024, to July 31, 2025”, dated August 7, 2025, on the Town’s website to fulfill the legislative requirements of the Province.
