The CRD Code of Conduct Bylaw is on the View Royal council meeting agenda under new business. The reason for including this item on the agenda is not clear. If the intention is to comment on the code of conduct please consider the following change suggestion.
The CRD Code of Conduct sets out several Foundational Principles of responsible conduct including this item:
4(1)(b) Accountability: Board Members are trusted to act competently, diligently and responsibly and be accountable to the public for their actions and decisions
The CRD Code of Conduct does not allow complaints from the public. Period. It is a complete sham to claim that a foundational principle of the code is accountability to the public when the code itself absolutely excludes the public from making a code of conduct complaint. Any Code of Conduct that does not allow public complaints is merely window dressing, a cynical acknowledgement that the public is owed accountability while at the same time denying access to accountability.
Perhaps View Royal council could suggest that the CRD remove or modify this false claim of accountability to the public. Alternatively, council could suggest that a public code of conduct complaint mechanism should be included in the code.
