Mayor Tobias called the meeting to order at 7:00 p.m.

C-112-24 THAT Policy No. 0100-041 “Acceptable Letters of Credit” be revised as proposed, primarily to remove the requirement that draws on letters of credit must be presented to a financial house in Greater Victoria. CARRIED

b) Highway Noise Mitigation Update Six Mile Off-Ramp

Council and staff discussed acceptable decibel levels, noise mitigation options, and costs.

d) Collaboration on West Shore Regional Parks and Recreation Facilities Master Plan

C-115-24 THAT staff work with the West Shore Parks and Recreation Society to develop a collaborative West Shore Regional Parks and Recreation Facilities Master Plan;

AND THAT the Town of View Royal provide West Shore Parks and Recreation Society with $17,790 funded from the Casino Revenue as part of the $140,000 project to prepare a West Shore Regional Parks and Recreation Facilities Master Plan. CARRIED Councillors Mattson and MacKenzie opposed

C-117-24 THAT amendments to Tree Protection Bylaw No. 1069, 2022 be identified that would protect more trees, including those not currently covered as protected species, specifically as part of development or building permits. CARRIED

C-118-24 THAT the Town of View Royal submit an “Expression of Interest” form for the Natural Asset Management Roadmap Program being delivered by the Natural Asset Initiative in partnership with Intact Public Entities. CARRIED

C-119-24 THAT a new Speed Bylaw be drafted and the Traffic Calming Policy be revised to include policy wording on the establishment of speed limits in the Town;

AND THAT a Project Summary be created for the roll-out of a speed limit reduction implementation program for future budget deliberations. CARRIED

AND THAT representatives from the Capital Regional District and the Province be invited to a future Council meeting to detail their ongoing involvement and investment in the Thetis Lake Dam, including current risk assessments and next steps. CARRIED
