CRD Arts & Culture Support Service established

Establishing Bylaw 2884 “To establish the giving of assistance in relation to arts and culture for the purpose of benefiting the community.”

• First Members: Victoria, Oak Bay, Esquimalt, Saanich, Metchosin & Highlands
• Signaled increased commitment and funding from municipal government
• Transfer to CRD was supported by the arts sector
• Allowed access from a central local funder, rather than needing to make requests to individual municipalities

Arts Commission

• Appointed volunteers (up to 12 members)
• “arm’s length adjudication body” for grant programs
• Provides policy advice to Arts Commission

Grant Programs

• IDEA Grants: fund non-arts organizations to develop arts projects and events
• Incubator Grants: support the development of new and emerging arts organizations
• Equity Grants: support programs by and for communities facing significant collective barriers to accessing funding
• Project Grants: fund arts non-profits with projects, series of events or extended programming
• Operating Grants: stable funding to enable long-term planning

Impact through 2022

Through 2022 CRD Arts & Culture grants, jurisdictions invested $2.59M in 95 non-profit organizations.

With that funding, recipients:

• presented 4,010 events
• & employed 4,205 arts workers including 3,485 paid artists + 169 full-time staff

The capital region’s arts are growing.

50% increase of arts & select cultural workers (2006-2021) compared to 8% across Canada.

CRD arts funding amplifies a major economic force.

• $1.57 is generated in induced GDP for every $1 invested in arts funding.

In 2019 arts and culture in the region, generated:

• $788 million in GDP
• 10,228 jobs

Policy Context

• Policy Problem: “Our arts, culture and heritage initiatives largely lack focus, facilities and funding, despite strong formal and informal interest and community activity in this area.” – Langford: OCP Objective 6.1
• Policy Solution: “Contribute to the CRD Arts Service to allow local non-profit arts groups to access funding.” – Langford: OCP Policy 6.18.1
• Outcome: “Support and strengthen arts and cultural activities such as festivals and performances that support economic development objectives.” – Langford: OCP Policy 10.7.1

Key Benefits

• Non-profit organizations located in Langford can access all five CRD arts programs with a total granting budget of $2.7M
• Arts organizations in other eligible jurisdictions can receive grant support to bring arts activities to Langford venues.
• More arts programming in more spaces in Langford.
• Langford residents benefit from arts activities across the region. Contributions amplify the arts sector everywhere.
• Langford becomes a regional leader in supporting the arts.
• Langford gains a seat on the CRD Arts Commission and has a voice in shaping arts policy for the entire region.
