Re: Proposed Motion to Amend CRD Arts Funding from Group 1 to Group 2

I am writing on behalf of Kaleidoscope Theatre for Young People, the region's professional theatre for young audiences, providing both professional live theatre and arts education programming for our region's youth. For over 50 years, we have been dedicated to inspiring and educating the young people of our community through the transformative power of the arts.

The arts are a vital part of our community, contributing not only to the cultural richness of the region but also to its economic and social well-being. The CRD Arts service plays a critical role in supporting a wide range of organisations that transcend local and sub-regional programs, ensuring that the arts remain accessible and vibrant for all residents. It is important to recognize that arts organisations across the region, many of which are still recovering from the impacts of the COVID-19 pandemic, rely heavily on the funding provided by the CRD Arts service.

I am deeply concerned about Councillor Rogers' notice of motion to reduce View Royal's participation in the CRD Arts service from Level 1 to Level 2. This proposed reduction would have a significant negative impact on the arts community, which is vital to the cultural and economic health of our region.

Kaleidoscope Theatre for Young People has been proud to serve the young people of View Royal and the greater region since 1973. In our 2023-2024 theatre season alone, 33% of all our ticket buyers were residents of View Royal, demonstrating the strong connection between our organisation and the View Royal community. Reducing funding to the CRD Arts service would directly affect the programs and opportunities we can offer to these young people and their families.

The arts are not just an extracurricular activity; they are a fundamental part of our community's fabric, contributing to the well-being, education, and cultural enrichment of our residents. The CRD Arts service plays a crucial role in supporting organisations like ours that work tirelessly to provide accessible, high-quality arts experiences for all.

The CRD Arts Service has been instrumental in fostering a thriving arts ecosystem across the region. By pooling resources from participating municipalities, it ensures that arts organisations can deliver high-quality programming and reach a broad audience, regardless of local boundaries. This collaborative model amplifies the impact of each dollar contributed, providing stability and growth opportunities for artists and organisations alike. Reducing View Royal’s contribution would diminish the region's ability to support the many arts organisations that so many residents, including those in View Royal, depend on and enjoy.

I strongly urge you to reject this motion and continue View Royal's commitment to the CRD Arts Service at the current Level 1 funding. The arts are vital to the vitality and prosperity of our community.
