1. CALL TO ORDER – The Chair called the meeting to order at 2:00 p.m.
2. APPROVAL OF AGENDA

THAT the agenda be approved as amended to include the addition of “home occupation” to the list under item 6 (b). CARRIED
3. MINUTES, RECEIPT & ADOPTION OF

THAT the minutes of the Standing Committee on Housing Legislation meeting held May 31, 2024 be amended by removing the paragraph under item 9. a) and replacing with the following:
“The Senior Planner noted that the amendments related to Small-Scale Multi-Unit Housing in the draft Zoning Bylaw are, in part, comprised of the Standing Committee on Housing recommendation as it was presented in the Small-Scale Multi-Unit Housing report to the Committee of the Whole on May 14, 2024.”
AND THAT the minutes be adopted as amended. CARRIED

5. STAFF UPDATE
The Director of Development Services advised that a Special Council Meeting is scheduled for June 11, 2024 for Zoning Bylaw amendment consideration and a public hearing is scheduled for June 18, 2024 for Official Community Plan amendment consideration.
6. BUSINESS ARISING FROM PREVIOUS MINUTES
a) Draft Zoning Bylaw Amendment No. 1135, 2024 to introduce Small-Scale, Multi-Unit Housing Regulation
b) Draft Zoning Bylaw No. 900, 2014 (Zoning Amendment Bylaw No. 1135 incorporated)
Changing Density requirements in all “Standard” zones
- remove lot coverage and impermeable surface regulation under “density” and move under a separate heading in existing zones.
Staff explained that the new heading would simply provide consistency throughout the Zoning Bylaw with the inclusion of new Schedule E and would direct non-compliant applications to apply for a variance instead of a rezoning.
Site Standards Package Groups
Committee members discussed further refinements to section 1.1(d) of Schedule E and the legend in the Prescribed Frequent Bus Stop map to ensure it is clear that the parcels subject to Site Standard Package D are the ones within 400m of a prescribed frequent transit stop.

SCOHL-07-24 THAT the Committee recommend to Council that 1.1(d) of Schedule E, of the proposed Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 be amended to include the lots that are within 400m of a prescribed frequent bus stop;
AND THAT the legend on the map in Appendix 1 identify Site Standard Package D. CARRIED
Site Standards Package A
The Committee discussed the need to include Site Standard Package A given that the requirements in this package do not apply to the Town.
Staff drafted Site Standard Package A regulations based on Council’s motion.

SCOHL-08-24 THAT the Committee recommend to Council that the appropriate wording, consistent with Provincial Policy Manual and Site Standards, be included in Site Standard Package A to describe the parcels inside and outside the urban containment boundary. CARRIED
Setbacks
The Committee discussed setbacks in Site Standards Packages B1, B2, B3 and D.
The Director of Development Services stated that Staff followed Council direction to use the Site Standard Package regulations in the Provincial Policy Manual and Site Standards for setbacks. She further confirmed that the setbacks proposed in Option 2 in the Committee of the Whole Report dated May 14, 2024 on proposed Small-Scale, Multi-Unit Housing regulations are reasonable and would not prevent development.

SCOHL-09-24 THAT the Committee recommend to Council that the current setbacks in the proposed Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 be replaced with the setbacks in Option 2 that are presented in the attachments of the Small-Scale Multi-Unit Housing Regulation Report to Committee of the Whole dated May 14, 2024. CARRIED
Floor Space Area exemption for Garages
The Committee discussed the proposed floor space area exemption for garages. Staff stated that this provision is consistent with other zones in the Zoning Bylaw.

SCOHL-10-24 THAT the Committee recommend to Council that garage floor areas be included in the floor area calculation. CARRIED
Permitted Uses
The Committee discussed clarification on where garden suites and secondary suites would be permitted.
Bus Stops and Frequent Transit Areas
The Committee asked Staff to reconfirm the location of eastbound and westbound Blink 95 stops on Highway 1 to ensure the 400m buffers are correct on the Prescribed Frequent Transit Stop map.
Staff agreed to double check the data and confirm that the distances are applied correctly.
SSMUH Lot Designations
The Committee asked for clarification on the parcels shown on the Transit-Oriented Area Designation and the Prescribed Frequent Transit Stop maps as some parcels are identified on both maps. Staff confirmed that parcels in the TOA are exempt from Bill 44-2023. A Committee member also noted that a property on St. Giles is shown as one lot, but it is two individual lots. Following the meeting, staff confirmed that the identified parcel on St. Giles is two lots.
Accessory buildings
The Committee discussed floor area associated with accessory buildings on SSMUH lots. Staff confirmed that there are separate floor area regulations for accessory buildings and garden suites.
Parking
The Committee discussed the following:
- where the Town required parking for a development, the parking spaces are assigned to a dwelling unit and not sold or leased separately; and
- parking space dimensions and design.
Staff stated that the proposed new Development Permit Areas will allow for additional design guidelines for parking and landscaping, and the parking study to commence in 2025/2026 will include a comprehensive review of parking regulations.
Garden Suites
Home Occupation
The Committee asked Staff to summarize the Level 1, 2 and 3 Home Occupations permitted in the Zoning Bylaw and provide clarification on the type of home occupations that would be permitted in multiple dwelling units and garden suites.
