Draft Official Community Plan

RECOMMENDATION:

THAT the ‘Draft Official Community Plan’ report from the Director of Development Services be received for information.

CHIEF ADMINISTRATIVE OFFICER’S COMMENTS:

I concur with the recommendation.

PURPOSE OF REPORT:

To re-introduce the draft Official Community Plan to Committee and to seek feedback related to any desired changes prior to seeking public input on the draft plan.

BACKGROUND DISCUSSION:

Committee has now had a few weeks to review the draft plan since it was presented at the May 10, 2022 Committee of the Whole meeting. Since that time, staff have attended to copy edits and pagination issues, action items have been removed from each chapter and the appendix, the text for two development permit areas have been added (Wildland Fire Interface and Intensive Residential) and the Community Infrastructure Chapter has been refined.

NEXT STEPS:

Staff will make any further changes to the draft that emerge from Committee direction. After any changes are made, a draft of the plan will be posted on the Town website and staff will seek a date to hold open houses to provide time for community members to come and ask questions and provide feedback. Staff will also refer this draft to adjacent municipalities and other agencies for early feedback. Council has previously indicated that they would like to see the draft referred to advisory committees. A motion to action this intention is needed.

All feedback received will be compiled for Council review and to determine if further refinements to the draft are indicated. After this, staff will prepare the necessary bylaws and bring the Official Community Plan Bylaw to Council for readings and to set a public hearing. Formal referrals to outside agencies would occur at this time.

RECOMMENDATION:

THAT the ‘Draft Official Community Plan’ report from the Director of Development Services be received for information.
