Summary of Major OCP Changes – January 27, 2023:
The following document has been prepared for Council and members of the public to highlight the major changes that are proposed as part of the strategic update to the Official Community Plan (OCP).
Substantial work and extensive community consultation has occurred in developing the draft OCP update. Many voices, perspectives, lived experiences, and time were dedicated to the OCP review process. The OCP update was featured on the Town of View Royal’s website and throughout the review, there were social media posts, advertisements, direct mail, signs at park entrances and notices sent through stakeholder networks. Twelve walkshops, six online workshops, two comprehensive surveys, meetings with View Royal’s Advisory Committees, and Council workshops were conducted to seek early and ongoing feedback from the public. Staff also presented to Committee of the Whole (COW) and Council several times to keep members informed and seek direction and feedback throughout the project. A complete project timeline is summarized in the Table 1 below.

- Added additional detail on the context of View Royal today, its built form, neighbourhoods and development opportunities moving forward, such as infill development and identification of a town centre for the community
- Provided updates to “Infill” and “Integrating Land Use and Transportation” by reducing text and simplifying intent of these design considerations in relation to land use and development (pg. 30 -31)

- A fundamental component of the Community Development Framework is the recognition of areas where land use and design character transition from one type to another.
- Transition areas are seen as desirable and encouraged throughout the framework. They are mostly located along or near major roads in Community Corridors, including transit servicing and mixed-use commercial services, or along Neighbourhood Centres.
