Hi Robert

  1. Attached our report as requested. Please let me know if you need/want more detail/clarifications.
  2. FWIW, although the structure is obviously not in collapse mode, some of the workmanship is questionable and ad hoc.
  3. As I note in my report, the Owner asked UNISOL to carry out a detailed (re) design of the structure in order to identify/prove faulty engineering which seems to be the cause of the current impasse. I declined since I was satisfied that the original engineering is not inadequate and I sensed probable issues with the workmanship.
  4. Since my first involvement with this, the owner has gone further with upgrades/revisions. That is his prerogative but, considering the situation, that may make further consultation/revision difficult. Also, some of the work is, again, ad hoc and lacking engineering basis.
  5. I don’t know to what extent issues to date have been corrected/revised, however, based on the small sample size of locations I observed, my recommendation is that all as-built primary structural details be reviewed (again?) for conformity to both the original specifications or subsequent instructions, as well as good practice. Since he is the EOR, I leave that for Mark to decide.
