According to our records, the Town of View Royal Building Inspection was given field reports for this project, it is not our responsibility to maintain records on your behalf. We also have a framing inspection approved by Robert with a caveat to have the field review by the engineer to be submitted. Robert’s inspection does not note that a re-inspection is required for the framing.
We also received verbal approval from Robert, by phone and in person, to proceed with insulation and vapour and the hardie board exterior.
This is the second time you have refused to inspect 12 Vickery Road without just cause. [redacted] [redacted] [redacted] [redacted] We tried working with him, tried finding another engineer, then eventually approaching a lawyer to solve this problem. When all those avenues failed, we approached the Town’s building department for help. Robert understood clearly what was happening and made efforts to try to fix this problem. Our goal has always been to build a safe home to age in place for our mom and us for the future. We are not trying to circumvent the building codes and procedures, we are trying to build a sustainable with many new technologies for those in the future. For our decision to identify a structural problem, we are being punished by you and the Town of View Royal.
To be clear, we have endeavoured to follow the rules and work within the system. As we paid for building permits and have requested you to conduct inspections, we have requested you inspect the rainscreen which you refused to do so, and we have requested you conduct an inspection of the insulation and vapour barrier, as you chose to work against us, we can only conclude that you have an agenda. Your first refusal was to inspect the rain screen which is not required in View Royal. We have screen captured the Town’s website to prove that, and noticed you updated your website to include rain screen. This proves that you knew that there was no call for rainscreen. The idea that John stopped work on the exterior to go back and give you your rain screen requirement, only to have you refuse inspection moments before the scheduled appointment speaks to your character. At no point were you required to enter the building, and as winter was coming it was necessary to waterproof the work.
John went forward and installed the hardie board taking photographs and videos along the way.
When Councillor Don Brown came to the project site, he was made aware of and understood why John was putting the hardie board to protect the exterior of the building.
We have a second engineer who recommended installing 7x7 parallam posts [redacted]. We replaced the posts and the soft spots miraculous disappeared. As the building is now safe, your refusal to inspect the installation and vapour barrier is unacceptable and you will be held responsible. [redacted], we will decide whether to sue the Town of View Royal and hold you personally responsible as our print has 2 stamps on it: 1 from the engineer, and 1 from the town: we will hold you accountable for any financial damages created by you on our project.
As you seem incapable of doing your work, John is now moving forward with drywall as everyone involved has had plenty of time to do the right thing. You are not the engineer; you are the building inspector and as such you are responsible for inspections when requested.

Good morning, John, and Anna,
I am writing to inform you that your inspection for insulation and vapour barrier on Thursday February 29th, 2024, has been cancelled. Currently, you are still requiring approved inspections for framing, sheathing, and rain screen (the Town of View Royal has not issued any approvals for these inspections). As your project required the services of an Engineer, you are required to provide their approved field reports during the many phases of construction. The Town of View Royal has not received any approved field reports from your Engineer and as noted in my previous email dated July 13, 2023, we will not carry out any further inspections until such time.
In order to move forward, we encourage you to work with your Engineer and satisfy their requirements of the design.
