TRANSPORTATION MASTER PLAN RFP

RECOMMENDATION:

THAT the report titled “Transportation Master Plan RFP” be received for information.

PURPOSE:

The purpose of this report is to respond to Council item C-07-25 by (1) providing to Council staff’s review of Mayor and Councillors’ comments (provided to staff following the January 21, 2025 Terms of Reference presentation), and (2) identifying what was incorporated into the final request for proposal (RFP), attached to this report.

BACKGROUND:

Eight (8) comments were provided by Council to staff through:

  1. Commentary at the January 21, 2025 regular Council meeting; and
  2. Emailed commentary from Mayor and Council to staff from March 11th to March 18th

Attached to this report is the table identifying the eight comments, staff’s responses and actionable items associated with the comments.

Staff have adjusted the RFP to reflect on many of Council’s comments. Several comments did not require modifications to the RFP because the RFP already took those comments into account. One item is not incorporated (review of post disaster response routes) because the request is out of scope of the TMP and the request should be a stand alone report with a separate budget.

ANALYSIS:

Impacts and implications can be summarized as follows:

Community Impact: The revised RFP now takes into account (1) Council’s feedback on the state of transportation within View Royal and (2) what is important to Town residents based on recent OCP related surveys.

Financial Implication: No financial implications are expected in comparison to the original terms of reference provided at the January 21, 2025 regular Council meeting.

Inter-governmental Relations Impact: No impacts are expected in comparison to the original terms of reference provided at the January 21, 2025 regular Council meeting.

ALIGNMENT:

The recommended option aligns with the Town’s following core guiding documents as follows:

  • Strategic Plan: Strategic Priority A, Goal 4b: Update the TMP
  • Official Community Plan: Additional findings from the OCP engagement process has provided further information into the RFP as to what is important to the Town from a transportation perspective

PUBLIC PARTICIPATION GOAL:

The desired level of public participation for the recommended option is:
