Due Date: March 14, 2025
Purpose: Per Council direction, to obtain comments from Mayor and Councillors regarding the content of the Transportation Master Plan Terms of Reference
How comments will be used: Staff will collect and collate all comments and will:
- Finalize the Transportation Master Plan RFP and present to Council for information
- Update Council at the Council meeting of items incorporated, items that are redundant, and items that have not been incorporated

| It's great there were some speed and traffic count studies on a number of roads but didn't include Atkins Road. This road has become a major thoroughfare for Atkins residents and Crystal View. Also is a regular short [cut route] for traffic coming from Veterans Memorial Parkway and Island Highway. There is a regular BC Transit route, a District 61 School bus. Walkers, runners, cyclist, and dogs on the road. Also there is a commercial farm that attracts customerrs and visitors to check out the cows and horse. | Is there a way to model traffic given growth and scenarios during times of day? Predictions for our future given growth in the West Shore. | a) Predictions of our future given growth - This is already a requirement in the RFP: Forecasted roadway performances are the main priority of the master plan, taking into account peak traffic counts and incremental increases to demand as a result of forecasted development and other inputs that may be present. b) Methodologies to model traffic during times of the day - Yes, called Travel Demand Modelling (TDM) which is included in the RFP for major thoroughfares only (See Section 3.2.1 for an explanation of TDM). TDM is limited to major thoroughfares because this analysis is very costly : TDM spot modelling of the Town's collector and major roadways alone would be over 2-3X the budget of the master plan (and would still exclude engagement and strategic planning costs). Municipalities that typically request these services do so as an annual program (i.e. spend $30,000 per year on TDM modelling a year for x years). |

| Can we have the study create a template for priority for transportation like designation of a route (not closed as no exit) such as Atkins for priority. ...About emergency routes, clearly we are limited, bu thte crash last week really heightened awareness, especially when traffic remained at a standstill hours after the crash. The Los Angeles experience also had many of us aware that broad brush catastrophe is possible and escape by current networks would be near impossible |
Transportation master planning generally provides focus on addressing peak flows on an average day. The designation of routes to address low probability incidences should be done as a separate project with significant engagement with emergency services, RCMP, neighbouring municipaliteis and the Province. | Not incorporated - Engineering can collaborate with the Fire Department to discuss the merits of such a report and what funding mechanisms may be available |
| I noticed with the recent closure of the Hwy that folks find these routes in case of emergency shut down. Are routes identfied in the Master Plan in the event of an emergency such as a major accident or earthquake? I'll bring a motion to our first April meeting [regarding the need for the Province to improve their escape routes within their corridors]. |
The 2008 Transportation Master Plan identifies the following routes which have not changed: 1) Island Highway between Shoreline School and Helmcken Road; 2) Helmcken Road from Island Highway to Watkiss Way; 3) Watkiss Way from Helmcken Road to Talcott Road; However, these routes are meant to expedite the movement of emergency personnel in response to an emergency or a disaster, and is not meant to improve the comfort of commuter traffic during such times. The TMP may promote cross sectional revisions of the above noted routes from a daily response perspective and is already incidental to the RFP. |
