RECOMMENDATION:
THAT Flag Protocol Policy #0100-057 be approved.
ALTERNATIVE OPTIONS:
- Option #2: Council may approve the flag protocol policy with amendments.
- Option #3: Council may choose to not implement a flag protocol policy.
PURPOSE:
To present Flag Protocol Policy #0100-057 for Council’s review and approval.
BACKGROUND:
The Town of View Royal does not currently have a flag protocol policy. This type of policy is common for local governments as it establishes clear guidelines for the consistent and appropriate display of flags. The proposed policy has been developed to ensure a standardized approach to flag etiquette, including flag raising, half-masting procedures, and the display of Canadian, Provincial, Town and other sovereign flags. The proposed policy is consistent with the guidance provided by the Department of Canadian Heritage’s Rules for Half-Masting of the National Flag of Canada and the Province of British Columbia’s Office of Protocol. These references ensure that the Town’s practices remain aligned with federal and provincial standards for respect and precedence.
Additionally, the proposed policy establishes clear framework for staff, ensuring predictability and efficiency in responding to flag-related requests. This reduces the need for ad hoc decisions and ensures the Town’s limited staff resources are used effectively while maintaining a respectful and dignified approach to flag protocol.
As noted in the draft policy, there are designated commemorative days for half-masting that align with those recognized by both the Federal and Provincial governments, as well as provisions for half-masting to mark the passing of certain individuals.
Draft Policy #0100-057 (Attachment “A”) addresses the following key areas:
Permanent Flags at Town Hall
- Permanent display of Canadian, Provincial, and Town flag
- Procedure for displaying other sovereign flags, upon Council resolution, for a specified period of time, which includes temporarily retiring the Town flag
Flags in Council Chambers
- Permanent display of Canadian, Provincial and Town flags.
- Procedure for accommodating additional flags, by Council resolution for a specified period of time.
Half-Masting Procedures for Exterior Flags
- Detailed guidelines for half-masting as a sign of official mourning or commemoration
- Identification of designated special days for half-masting
- Designation of individuals whose passing prompts half-masting
