PURPOSE OF REPORT

To present Council with information pertaining to an application for two temporary free-standing advertising signs for the purpose of real estate advertising at 1900 Watkiss Way.

BACKGROUND

The applicant is proposing two temporary free-standing real estate advertising signs on the property. The buildings on the site are currently under construction. The signs consist of a rendering of the finished development on the site (see attached) with some sales information added. Temporary signs are permitted for a 12-month period and extensions are subject to staff approval.

ISSUES AND ANALYSIS

The applicant has submitted the following in support of their application:

There are two proposed signs (4' by 8') or ~1.2m by ~2.4m, joined at an obtuse angle and placed facing the Watkiss Way and Talcott Rd intersection on a free-standing frame which will be 12' tall. There will be 8' clearance below the sign.

The two signs exceed the allowable bylaw-exempt size for a Real Estate sign in Sign Zone 2 (1.5m² permitted, 5.8m² proposed) and as such require a temporary sign permit. The permitted term for the temporary sign will be 12 months, after which a renewal will required and subject to staff approval.

The sign sizes are consistent with many temporary real estate signs recently approved by Council. The impact to properties near the property will be minimal, given the size, content and directional nature of the signs. There are no buildings along Watkiss or Talcott which would have a view of the signs.

REGULATORY AND POLICY CONSIDERATIONS

Staff is currently working on updating sign regulations for the Town. Staff is interested in creating more useful sign regulations which reflect contemporary sign requirements and standards and which are consistent with the Form & Character guidelines within the Official Community Plan. Staff will be consulting with the development industry to determine standard sizes for commercial real estate advertising signs. Staff wishes to ensure that there is a balance between what is commercially available and standard, against what the Town considers to be an acceptable visual impact for temporary signs.

RECOMMENDATION

THAT Council approve a temporary sign permit for two free-standing real estate advertising signs as presented in the January 15, 2015 report from the Planner.
