  8. REPORTS 8.1 STAFF REPORTS a) Development Permit No. 2011/13 – 301 Nursery Hill Drive 1. Report dated March 14, 2012 from the Senior Planner Staff Recommendation: THAT Development Permit No. 2011/13 be approved to permit a 42-unit condominium apartment building and six townhomes as per the plans attached to the March 14, 2012 staff report; AND THAT Development Permit 2011/13 include: - A variance to the minimum rear yard setback from 7.5m to 4.0m to site the apartment building and four-unit townhouse; - A variance to recreation vehicle parking requirements from 12 spaces to zero; - Recommendations from the October 31, 2011 Talbot & McKenzie arborists report to mitigate tree impacts; - A requirement to construct the final lift of asphalt on Nursery Hill Drive (private road) between the property frontage and Six Mile Road; and - A requirement that lighting be “dark skies friendly” but sufficient for safety. 2. Report dated March 14, 2012 from the Senior Planner Staff Recommendation: THAT staff be directed to prepare Land Use Bylaw, amendment bylaws for Council consideration; AND THAT prior to fourth reading of the rezoning bylaw, a covenant be provided in registerable form for the design and construction of a 16m² concrete viewing platform at View Royal Park; AND THAT prior to fourth reading of the rezoning bylaw, a statutory right-of-way be provided in registerable form to allow public pedestrian access for a potential future mid-block connection; AND FURTHER THAT prior to fourth reading of the rezoning bylaw, the subject properties be consolidated. 8.2 COMMITTEE REPORTS a) From the Committee of the Whole meeting held March 13, 2012 Recommendations: ### 2012 Budget Discussions 1. THAT the Committee recommends to Council that the meeting schedule for the 2012 to 2016 Financial Plan and Budget process be approved as amended. (COW-12-12) ### Civic Addressing 1. THAT the Committee recommends to Council that staff develop a policy on criteria for Town initiated civic address changes. (COW-13-12) ### Review of Parking Requirement Regulations – Payment in Lieu of Parking Space Requirements 1. THAT the Committee recommend to Council that staff be directed to prepare a draft bylaw for the purposes of a payment-in-lieu option for variances to the number of parking spaces required under Section 7 of Land Use Bylaw, 1990, No. 35, for the purposes of establishing a reserve fund for new and existing off-site parking spaces and alternative transportation infrastructure. (COW-14-12) ### Craigflower Bridge Replacement Project Update – March 2012 1. THAT the Committee recommend to Council that truck traffic, the types of which are currently not allowed as indicated in the Town’s current Truck Route Bylaw, No. 456, 2002, be temporarily allowed to use Island Highway as an optional route during the Craigflower Bridge construction period. (COW-15-12) 2. THAT the Committee recommend to Council that a letter be written to BC Hydro supporting the Gorge Waterway Initiative’s request to route the hydro lines under the new Craigflower Bridge in the duct work that is to be provided. (COW-16-12) ### Department of National Defence Blue Boat Service 1. THAT the Committee recommend to Council that the Town write to the Department of National Defence CFB Esquimalt’s Base Commander expressing the Town’s concern with the cancellation of the blue boat service and request that their decision be delayed pending further input.
