Rules for the Hearing of Individuals or Delegations by View Royal Municipal Council

Individuals or Delegations wishing to address Council are requested to submit a brief outline of the subject of their presentation, in order that members of Council may familiarize themselves with the issue, in advance of the Council Meeting, and be better prepared to consider the same. Each speaker is therefore asked to complete and submit this form, with any accompanying documentation, to the Municipal Clerk’s office by 12:00 noon Thursday preceding the Council meeting, in time for inclusion in the Council's agenda package.

Presentations are limited to a maximum of fifteen (15) minutes per subject matter. (Note: The time limit may be extended by unanimous resolution of Council.)

MY REASON FOR APPEARING IS I propose to make an oral presentation to View Royal Council regarding the Capital Regional District (CRD)'s process to update the Regional Growth Strategy (RGS) bylaw into Regional Sustainability Strategy (RSS) bylaw. The CRD has approved the direction of the RSS bylaw, and is currently consulting member municipalities. Public consultation will follow later this year.

I will be presenting on behalf of the Environmental Law Centre's client, the Dogwood Initiative, and introducing to council a White Paper titled "Sustainability in the Capital Regional District: Sustainable Systems and their Implementation Through the Regional Sustainability Strategy" that provides comprehensive recommendations for the RSS.

In order to inform the municipal consultation process, I will be presenting key recommendations within the five topic areas of the White Paper, which are: a resilient community, a sustainable food system, ecological health, a sustainable regional resource system, and a sustainable transportation system.
