DRAFT AMENDMENT TO ANIMAL CONTROL BYLAW NO. 614, 2005
RECOMMENDATION:
THAT Council give first, second and third readings to Animal Control Bylaw No. 614, 2005, Amendment Bylaw No. 842, 2012.

I concur with the recommendation.
PURPOSE OF REPORT:
To amend the definition of “habitually noisy dog” that forms “Part 2 – Interpretation” of the Animal Control Bylaw No. 614, 2005.
BACKGROUND/DISCUSSION:
In discussion with CRD Animal Control it has been identified that wording in our bylaw could be improved to identify “habitually noisy dog”; the current definition is as follows:
“habitually noisy dog” means a dog that barks continuously for over 20 minutes and has done so on more than ten [10] separate occasions within a thirty day time period .”
The amendment to this definition will broaden the scope of sound in regard to a habitually noisy dog and reduces the length of time in which a dog is making noise. This amendment will also address some of the concerns we have heard from complainants.
RECOMMENDATION:
THAT Council give first, second and third readings to Animal Control Bylaw No. 614, 2005, Amendment Bylaw No. 842, 2012.
