Staff Recommendation: THAT District of Saanich and Town of View Royal Councils approve the final design concept so that staff can proceed immediately to final design completion, and that the Councils approve the closure of Admirals Road, from Island Highway to Gorge Road, for the construction period.

Staff Recommendation: THAT Council consider approval of Development Variance Permit 2011/09 as per the plans attached to the report from the Planning Technician at the January 17, 2012 Council meeting; AND THAT Development Variance Permit 2011/09 include the following variance: * Variance to the maximum area of Free Standing sign face in Sign Zone 4 from 6m² to 7.9m².

Recommendations:

- THAT the Committee recommend to Council that staff be directed to amend the Grant-in-Aid policy for Council’s consideration (COW-71-11)
- 2012 Budget – Legislative Expenditure – Detailed Estimate for Council Conferences
- THAT the Committee recommend to Council that $22,500 - to be split five ways – be the total amount forwarded to budget discussions for 2012 Council conferences. (COW-72-11)

- Development Variance Permit – 1681 Island Highway
- THAT the Committee recommend that Council consider approval of Development Variance Permit 2011/09 at a future Council meeting as per the plans attached to the report from the Planning Technician at the December 13, 2011 Committee of the Whole meeting and subject to noticing as per the requirements of Bylaw 730; AND THAT Development Variance Permit 2011/09 include the following variance:

- Federation of Canadian Municipalities (FCM) Membership
- THAT the Committee recommend to Council that the Town continue its membership in the Federation of Canadian Municipalities. (COW-01-12)
- GOERT Report on Burnside Watkiss Park
- THAT the Committee recommend to Council that staff prepare a report containing options to implement in 2012 various aspects of the Garry Oak Ecosystems Recovery Team’s “Burnside Corner Park Restoration and Management Recommendations, November 2011” report. (COW-02-12)
- Naming of Chilco Trails
- THAT the Committee recommend to Council that the Parks, Recreation and Environment Advisory Committee be referred the naming of the Chilco trails for recommendations. (COW-03-12)
- Development Permit No. 2011/13 – 301 Nursery Hill Drive
- THAT the Committee recommend to Council that Development Permit No. 2011/13 be approved to permit a 42-unit condominium apartment building and six townhomes as per the plans attached to the January 5, 2012 staff report, subject to:
- reconsideration of tree retention in the southwest corner;
- submittal of a tree retention plan, tree/plant quantities, lighting details, and garden pavilion & bench design details;
- written confirmation from the applicant agreeing to Engineering Requirements dated December 20, 2011; and
- noticing of property owners and occupants of properties within 100m of the subject property as required by the Local Government Act and Development Procedures Bylaw No. 730, 2009; AND THAT Development Permit 2011/13 include:
- a variance to the minimum rear yard setback from 7.5m to 4.0m to site the apartment building and four-unit townhouse;
- a variance to recreation vehicle parking requirements from 12 spaces to zero;
- recommendations from the October 31, 2011 Talbot & McKenzie arborists report to mitigate tree impacts; and
- a requirement to construct the final lift of asphalt on Nursery Hill Drive (private road) between the property frontage and Six Mile Road. (COW-04-12)
- THAT the Committee recommend to Council that Development Permit No. 2011/13 be approved to permit a 42-unit condominium apartment building and six townhomes as per the plans attached to the January 5, 2012 staff report, subject to:
- Development Permit No. 2011/14 – 1519 Admirals Road
- THAT the Committee recommend to Council that Development Permit No. 2011/14 be approved to permit winterization of the Canadian Tire Garden Centre and modification of the sign plan as per the plans attached to the January 4, 2012 staff report. (COW-05-12)
- Environmental Development Permit No. 2011/15 – 283 Kerwood Street
- THAT the Committee recommend to Council that Development Permit No. 2011/15 be approved to permit construction of retaining walls, a patio and a stepped pathway with bank stabilization measures as per the plans attached to the January 3, 2012 staff report and subject to noticing as per the requirements of Bylaw No. 730;
AND THAT Development Permit No. 2011/15 include the following variance:
- Variance to the setback from the natural boundary of the sea specified in Land Use Bylaw, 1990, No. 35 from 15 metres to 0 metres to legalize the location of an existing stairway. (COW-06-12)
- THAT the Committee recommend to Council that Development Permit No. 2011/15 be approved to permit construction of retaining walls, a patio and a stepped pathway with bank stabilization measures as per the plans attached to the January 3, 2012 staff report and subject to noticing as per the requirements of Bylaw No. 730;
AND THAT Development Permit No. 2011/15 include the following variance:
- Environmental Development Permit No. 2011/16 – 2101 Munn Road
- THAT the Committee recommend to Council that Development Permit No. 2011/16 be approved to permit construction of an accessory building for a proposed telecommunications tower at 2101 Munn Road as per the plans attached to the January 3, 2012 staff report;
AND THAT the Committee recommend to Council that Development Permit No. 2011/16 include the following conditions:
- qualified Environmental Professional (QEP) to be on-site during disturbances associated with the tower construction and site laydown;
- if removal of the six garry oaks is necessary, replacement garry oaks are to be replanted within 100m of the site at a ratio of no less than 3:1;
- three nesting boxes (size and location to be determined by QEP) are to be provided to mitigate tree loss in the area required for the tower and site laydown;
- any disturbed areas are to be replanted with native plants under the supervision of the QEP; and
- financial security to ensure that development permit requirements are met. AND FURTHER THAT the Committee recommend to Council that Development Permit No. 2011/16 be considered at a future Council meeting in conjunction with the Industry Canada land use consultation process for the proposed telecommunication tower. - THAT the Committee recommend to Council that Development Permit No. 2011/16 be approved to permit construction of an accessory building for a proposed telecommunications tower at 2101 Munn Road as per the plans attached to the January 3, 2012 staff report;
AND THAT the Committee recommend to Council that Development Permit No. 2011/16 include the following conditions:

CLOSED MEETING RESOLUTION THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(i) and Section 90 (2)(b) of the Community Charter.
