Purpose
To provide information regarding the operation of the Regional Water Supply System for the month of February 2008.

The February precipitation of 120.3 mm was 56% of the 100 year average for February and 64% of the 20 year average. The February average temperature of 5.1°C was higher than the 100 year average of 3.7°C and the 20 year average of 3.8°C. There was no snow at Sooke Lake in February compared to the 100 year average of 25.0 cm and the 20 year average of 18.0 cm.
Sooke Lake Reservoir storage increased 0.09 m in February to 175.84 m. At month-end, storage was at 92.5% of full capacity. The reservoir peaked at 176.02 m on January 29, 2008, which is 93.3% of full capacity. Spillway flow commenced on December 28, 2007 and continued throughout February.
Snowpack at the Sooke Lake and Goldstream watersheds on March 1, 2008 was 60.5% of average (March 1, 2007 snowpack was 140.4% of average).
Average Daily Demand
Average daily demand for February 2008 was 86.8 MLD (million litres per day), which was 3.3% higher than the 2007 February average daily demand. This is approximately 1.7% above the last five-year average daily demand for February. Average daily demand for the past 12 months is shown in the table below.

Water Quality
Water quality was good throughout February 2008.
Turbidity was consistently low throughout the month with no significant peaks noted. The UVT (Ultraviolet Transmittance) decreased by 1.1% in February, and TOC (Total Organic Carbon) decreased by 0.1 mg/L, relative to January. This is not unusual and is probably related to increased inflows into the reservoir due to rainfall and cooler temperatures. These changes are not of concern for water quality.
The number of coliform bacteria detections was slightly higher than normal in the raw water during February 2008 (Table 1). There was an increase in detections of total coliform in the raw water from 10 to 19 (for 100 mL samples) during the month relative to January (Table 2). Six of the 19 raw water total coliform detections also had detectable E. coli. There was also an increase in detections of total coliform in the treated water in February relative to January, from 4 to 10 detections. Five of the 10 treated water total coliform detections also had detectable E. coli. There were no coliform detections in the distribution system during the month (Table 2).
All required health standards were met in February 2008.

The raw water coliform detection rate in February 2008 was higher than the previous month and the previous 12-month average. The increase in detections with E. coli is also notable. Although the presence of E. coli in raw water is expected and does not typically present a concern for public health due to the effectiveness of the disinfection process, an investigation was initiated. Further monitoring of bacteriological data will continue in March 2008.

Watershed Tours
During February, three Sooke Watershed tours were conducted for 103 attendees.
Infrastructure
A contract for the Sooke Flow Control Valve (FCV) replacement and SCADA upgrades has been awarded to Marcon Constructors Ltd. The FCV replacement at Sooke Lake Dam is scheduled to begin the second week of March.
Projects in Progress
UV Facility Project: The UV Facility Project is proceeding on schedule for a June 2007 commissioning.
Sooke River Road Main: The Sooke River Road Main is proceeding on schedule for a March 2007 commissioning.
Environmental
Water Supply Management Plan: Significant work continued throughout February on the Water Supply Management Plan. Staff completed the last draft chapter (Section 6, Water Quality, Treatment and Operations), with the full first draft submitted to all stakeholders on February 29th for review. The next step will be to identify a date to begin workshops.
Watershed Lands Management Plan: The CRD Water Services Department continues work on its Watershed Lands Management Plan (WLMP), scheduled for completion in May 2008. The WLMP Steering Committee met on February 28, 2008 to discuss the draft goals, objectives and recommendations regarding water quality, biodiversity, recreation and cultural values. Next steps involve developing draft policy and strategies and engaging stakeholders in April 2008.
Regional Water Supply Commission Initiatives
- A draft of the Capital Regional District Water Services Environmental Management System (EMS) Policy, Vision and Commitments was reviewed by the Regional Water Supply Commission on February 20, 2008.
- The CRD Water Services Department submitted a report to the Regional Water Supply Commission on February 20, 2008 outlining key steps and options for development of a CRD Integrated Water Management Plan.
