Dear Mayor and Council,

RE: ALL SAINTS PARISH CHURCH HALL – THE NAUGHTY DOGGE

I understand that a letter has been sent to the Town of View Royal by All Saints Parish regarding the lease of the Church Hall to a dog grooming business (The Naughty Dogge). I am a parishioner of All Saints Parish and would like to confirm that the Vestry of the Parish discussed this matter fully at its meeting of February 26th and has since confirmed its decision to proceed with the lease to the Naughty Dogge. The Parish Council considers that this is a good use of the Hall for all parties.

I have reviewed the relevant section of the Zoning Bylaw and, in my opinion, the business in question fits the definition of "retail store" which is a permitted use in a P-1 Zone (Institutional and Public Use Zone) when combined with an institutional use. The bylaw states that an institutional use includes a "religious assembly" and that a retail store means "a building or part thereof used for the purpose of selling or renting commodities to the public or for providing a personal service, including laundromat, dry cleaning establishment or beauty parlour, but shall not include a funeral home, motor vehicle repair shop, a gas bar, or a restaurant".

The Naughty Dogge is a dog grooming business providing a "personal service" (for dogs) and is therefore, in my opinion, a permitted retail use.
