Council reviewed and approved a heavy agenda involving multiple development variance permits, a significant zoning amendment related to the Great Canadian Casino expansion, and several new bylaws. The Development Variance Permit for Four Mile Pub's electronic sign (199 Island Highway) was approved. Extensive public debate regarding the DVP for 140 Hallowell Road (Thetis Cove Estates) regarding a shift from a single strata to bare-land strata lots resulted in the application being deferred. Staff were also directed to notify residents regarding the Casino's proposed new liquor primary license and proceeded with first and second readings of the associated zoning amendment.
Key Decisions
- Council supported the Climate Change Task Force's program proposal in principle and forwarded the associated budget request for consideration during the 2008 budget planning.
- Council approved the DVP allowing the Four Mile Pub to change its electronic sign message every 30 seconds instead of every 5 minutes.
- Council directed staff to begin the mandated resident notification process for the Casino's liquor license application and scheduled the public hearing for February 19, 2008.
- Staff report on the zoning application was received.
- First and second readings were given to the bylaw amending zoning to allow licensed premises in the Casino CD-6 Zone.
