8.1 STAFF REPORTS
a) Rezoning Application for 6 Small-Lot Single Family Homes at 347/349 Island Highway
- Report dated November 20, 2008 from the Senior Planner.................Pg. 17-24
Staff Recommendation:
THAT Council considers approval of this application subject to:
- Review of Draft Development Permit Guidelines and a Draft new Small Lot Residential Zone by the Planning and Development Advisory Committee
- Registration of a section 219 natural area covenant
- Registration of a section 219 covenant limiting future development to 6 units
- Completion of an environmental baseline study for the natural area covenant area following the completion of construction activities;
AND THAT Council direct staff to prepare the recommended Land Use Bylaw amendment to rezone the property to a new Small Lot Residential Zone modeled on the Comprehensive Development (Mixed Residential – Small Lot) CD-5A, but with the elimination of the “Building Separation” provisions and limiting maximum building floor area size to 200 m2 (2150 sq ft);
AND FURTHER THAT Council direct staff to prepare an Official Community Plan amendment to add a new Small Lot Development Permit Area and associated design guidelines and include the subject property in the new Small Lot Development Permit Area.
8.2 COMMITTEE REPORTS
a) From the Committee of the Whole meeting held November 18, 2008
Recommendations:
- Monthly CRD Animal Control Report for the month of September 2008
- THAT the CRD Animal Control Bylaw Enforcement Officer attend the Committee of the Whole meetings every three months; AND FURTHER THAT monthly CRD Animal Control reports come forward to the Committee of the Whole only when the CRD Animal Control Bylaw Enforcement Officer is present. (COW-75-08)
- Maintenance of the Galloping Goose Trail
- THAT a letter be sent to CRD Parks in regard to the maintenance program for the Galloping Goose Trail through the Town of View Royal; AND FURTHER THAT CRD Parks be invited to a future meeting of the Committee of the Whole to discuss maintenance, security issues, including CRD’s budget allocation for these matters. - THAT a letter be sent to the Ministry of Transportation regarding unsightly accumulation of litter in the boulevards at the Thetis interchange area requesting that these be cleaned. (COW-77-08)
- Draft Bylaw No. 726, 2008, A Bylaw to Assign the Name of a Highway (Mapleview Place)
- THAT Draft Bylaw No. 726, 2008, A Bylaw to Assign the Name of a Highway (Mapleview Place) be deferred to the next meeting of Council in order for staff to consult with the historical names and to confirm that the suggested name meets the needs of first responders. (COW-78-08)
- Rezoning of 347/349 Island Highway (PDAC October 27, 2008)
- THAT staff prepare:
- the required Land Use Bylaw amendment bylaw;
- and the required Official Community Plan amendment bylaw to include a) a new small lot residential development permit area with applicable design guidelines and; b) the subject property within the small lot residential development permit area;
AND FURTHER THAT the draft bylaws should be forwarded by staff directly to the Planning and Development Advisory Committee for review. (COW-79-08)
- Zoning of Sammy’s Restaurant (298 Island Highway)
- THAT staff bring forward a report on the rezoning options or zone table amendments for the property at 298 Island Highway; AND FURTHER THAT staff look into the impact that Island Highway improvements will have on 298 Island Highway (COW-80-08)
- Walkability Around Eagle View (PREAC October 22, 2008)
- THAT staff provide an update on curb delineation by the Town on the north and south sides of Watkiss Way from Burnside Road to Talcott Road; AND THAT staff review school zone signage, and encourage community use of speedboard to educate drivers and ask the RCMP for a report to be provided by February 2009 regarding traffic data for this area. AND FURTHER THAT staff include road redesign options as part of the long term action plan to improve safety and reduce speed.
- THAT staff prepare a survey for Council review concerning overnight parking in the Governors Point Road, Tovey Crescent, Bessborough Avenue and Heddle Avenue areas. (COW-81-08)
- Park and Ride at Helmcken Road
- THAT a letter be sent to the Ministry of Transportation requesting that park and ride signage be reinstated at the Helmcken Road/Trans Canada Highway location. (COW-83-08)
