PROPOSAL:

  • Variance to Section 5.10 of Zoning Bylaw No. 900, 2014 to reduce the minimum required number of parking spaces from 290 to 247.

  • Technical Variance – triggered by parking requirements in the Zoning Bylaw (Sec. 5.10)
  • Parking is not restricted to one business
  • Business License Application triggers Zoning Bylaw Review
    • Classified as ‘retail’ in DP 2022-05
    • Change in use requires 5 additional spaces
    • 2 additional spaces are required for the Canadian Tire use

The requested Variances can be supported:

  • No complaints with parking supply
  • The business is a permitted use
  • Parking study provided by applicant for DP 2022-05 does not cite any concern

RECOMMENDATION:

THAT Council authorize the issuance of Development Variance Permit 2023-08 for 1517 Admirals Road, including the following variance to Section 5.10 of Zoning Bylaw No. 900, 2014:

  • reduce the minimum required number of parking spaces from 290 spaces to 247.
