ATKINS AT SIX MILE ROUNDABOUT Tender Review and Recommendation for Award
On August 25, 2023 at 2:00 pm, the Town of View Royal (View Royal) closed tenders for construction of the roundabout to be located along Six Mile Road at the Atkins Road intersection. The above noted tender was advertised publicly on BC Bid. The purpose of this letter is to provide a review of the tenders received by View Royal and provide a recommendation for award.
TENDERS RECEIVED
Tenders were received by View Royal through the engineering department at the Municipal Hall. A total of three tenders were received from the companies listed below. The apparent total tender prices (rounded to the nearest dollar and excluding GST) at closing are listed as follows, from lowest to highest:
- Don Mann Excavating Ltd. $3,042,307.00
- Ramida Enterprises Ltd. $3,103,850.00
- Allterra Construction Ltd. $3,224,108.00
BOND DOCUMENTS
Bid Bond documents were included in all Tender Packages.
FORM OF TENDER AND REQUIRED APPENDICES TO THE FORM OF TENDER
All tenderers properly completed and signed the Form of Tender and the Appendixes to the Form of Tender.
SCHEDULE OF QUANTITIES AND PRICES
Our review of the schedule of quantities and prices identified that both Don Mann Excavating Ltd. And Alterra Construction Ltd. made no errors in their calculation of subtotals. There was a subtotal error in the Optional Work section of the bid by Ramida Enterprise Ltd.
The total tender price from Don Mann Excavating Ltd., including Optional Work but excluding taxes, is $3,042,307.25.
The total corrected tender price from Ramida Enterprises Ltd., including Optional Work but excluding taxes, is $3,103,850.06.
The total tender price from Allterra Construction Ltd., including Optional Work but excluding taxes, is $3,224,108.40.
The corrections do not affect the overall tender price ranking order of the received tenders.
REVIEW OF LOW TENDERER – DON MANN EXCAVATING LTD.
As Don Mann Excavating Ltd. (DME) has the lowest submitted price and has provided the required bonding, further review was focused on the DME submission. The Form of Tender was reviewed; it generally does not contain any price anomalies which could consider the tender to be unbalanced. It should be noted, however, that the unit rates for Optional Work (over-excavation) are the highest of the three bidders.
The Firm:
Don Mann Excavating Ltd. is a civil contracting and excavation company founded in 1947. DME’s head office is located in Saanich, BC. The company provides a broad spectrum of construction services including underground utilities and road construction.
The Reference Projects:
The reference projects listed in the form of tender provide a list of previous works which are of similar scope to this project, all of which are located within the CRD. McElhanney has worked with DME in the past and has found their work to meet industry standards.
The Superintendent:
The superintendent listed in the tender is Jay Slater. Similar successful project experience has been identified in the Tender package.
The Time Schedule:
The construction schedule attached to the form of tender notes an 8-month construction period. The schedule does allow for works by BC Hydro (as required in the tender). In order to meet the Substantial Performance date of May 31, 2024, construction will need to begin in October 2023.
Sub-Contractors:
The following subcontractors have been listed in the form of tender:
- Asphalt Paving – Capital City Paving Ltd.
- Concrete – Island Asphalt
- Electrical – Raylec Power LP
- Landscape – Veenstra Consulting Ltd.
- Traffic Control Plan – Watt Consulting Group
McElhanney has worked with these sub-contractors in the past and has found their work to meet industry standards.
RECOMMENDATION
Based on our review of the tenders submitted, we recommend award to Don Mann Excavating Ltd. in the amount of $2,960,987.25 plus GST. This value does not include optional works which would be added if needed through the Change Order process.
