UBCM ASSET MANAGEMENT PLANNING GRANT FOR THE SUSTAINABLE INFRASTRUCTURE REPLACEMENT PLAN DATA INTEGRATION
RECOMMENDATION:
THAT the Town of View Royal apply for the UBCM Asset Management Planning Grant to help fund the proposed 2023 non-core project titled “Sustainable Infrastructure Replacement Plan – Data Integration”.
PURPOSE:
The purpose of this report is to inform Council of a grant offered by the Union of BC Municipalities that could help fund the proposed 2023 non-core project titled the “Sustainable Infrastructure Replacement Plan – Data Integration”, should Council approve this project for 2023.
EXECUTIVE SUMMARY:
The proposed 2023 non-core project title “Sustainable Infrastructure Replacement Plan – Data Integration” has been granted approval in principle for $10,150 of funding from Union of BC Municipalities Asset Management Planning Program Grant. Given the grant application deadline of September 30, 2022, staff proactively applied for the grant in anticipation of the funding needs of the proposed project. Staff recommend Council support the application for this grant funding.
BACKGROUND:
The Union of BC Municipalities (UBCM) Asset Management Planning program supports activities that advance a local government’s asset management planning or practices, and that facilitate better integration of asset management planning with long term financial planning. The program offers matching grants up to $25,000.
DISCUSSION:
Staff will be presenting the “Sustainable Infrastructure Replacement Plan – Data Integration” project to Council for consideration as part of the 2023-2027 financial planning process. The project will integrate the data used to inform the Sustainable Infrastructure Replacement Plan (SIRP), which was presented to the Committee of the Whole on Dec 13th, 2022, back into the Town’s asset management system. Upon completion of the project, the integrated data will update the Town’s asset registry and will inform future updates to the Town’s long-term financial planning model.
Given that Council’s review of the 2023 budget will occur after the grant application deadline of September 30, 2022, staff proactively applied for the grant prior to the deadline and have received notice of approval in principle. The notice is included as Attachment A to this report.
FINANCIAL IMPLICATIONS:
The proposed budget for the Sustainable Infrastructure Replacement Plan – Data Integration in 2023 is $20,300. The UBCM grant will provide $10,150 in funding towards the project. The remaining cost of $10,150 may be funded through the Community Works Fund (gas tax).
ALTERNATIVES:
While staff recommend the UBCM Asset Management Planning grant as a funding source for the proposed “SIRP – Data Integration” 2023 project, Council may consider declining this funding opportunity.
