Details of item to be added: That Council review the policy and budget for Council attendance at conventions (FCM, AVICC, UBCM). Specifically: to limit FCM attendance to the Mayor or designate; to limit in-person council attendance to Mayor + three Councillors on a rotating basis for AVICC and UBCM; to require full participation at all working sessions and resolutions debate. FURTHER that Council submit a resolution to AVICC and UBCM enabling electronic participation as well as in-person attendance. This worked well for conferences held during the pandemic and improves accessibility for many councils far and wide.

List any attachments: RATIONALE: increase in Council (5 to 7) as well as escalating convention expenses (registration, travel, accommodation and meals requires a re-evaluation to decrease operational cost to taxpayers while improving access options and greater participation of key issues.
