- Park Development Plans – Mellor and View Royal Parks
- THAT Council direct staff to bring forward a report on Mellor Park in September covering:
- signage;
- the development of a park plan with timelines and consideration of public input already provided through the residents’ survey;
- sealing off of the driveway to 218 Hart Road;
- THAT Council direct staff to bring forward a report on Mellor Park in September covering:
AND THAT Council direct staff to bring forward a report in early fall covering the development of a park plan and which includes a public consultation component, Parks, Recreation and Environment Advisory Committee involvement and Master Plan reference. (COW-44-09)
- 120 Hallowell Road Rezoning Reliable Controls
- THAT Council approve the application for rezoning subject to confirmation of an amenity contribution for transportation improvements in the area and registration of a Development Agreement on the title of the property;
AND FURTHER THAT Council instruct staff to prepare the necessary zoning bylaw amendments. (COW-45-09)
Interim Natural Watercourse and Shoreline Areas Development Permit Area Interpretation Policy
- THAT Council direct staff to develop an interim Natural Watercourse and Shoreline Areas Development Permit Area (DPA) Interpretation Policy based on Option C which would require an environmental development permit in the following circumstances:
- the siting of any building or structure within 15m of the natural boundary of the sea (a variance is required for such siting);
- any construction of a new principle building on any lot abutting the natural boundary of the sea;
- any building addition or siting on an accessory structure or building that requires removal of existing natural vegetation on any lot abutting the natural boundary of the sea;
- any building addition or siting of any accessory structure or building proposed to be sited outside of the 15m setback zone and where there is at least 2m between the proposed structure and any existing natural vegetation in the 15m zone abutting the natural boundary of the sea; and
- any landscaping activities (e.g. path installation, tree and shrub planting, patio installation) that will require removal of existing natural vegetation or be located within 7.5m of the natural boundary of the sea. (COW-46-09)
- THAT Council direct staff to develop an interim Natural Watercourse and Shoreline Areas Development Permit Area (DPA) Interpretation Policy based on Option C which would require an environmental development permit in the following circumstances:
Proposed Amendments to Land Use Bylaw, 1990, Bylaw No. 35
- THAT the question of whether building mass of new construction in View Royal is appropriate be referred to the Planning and Development Advisory Committee;
AND THAT Council direct staff to further consult with the building community prior to bringing an amendment bylaw to Council for consideration in September;
AND THAT Council direct staff to develop an interim gross floor area interpretation policy based on staff’s modified recommendations;
AND THAT Council direct staff to draft a bylaw to amend Land Use Bylaw, 1990, No. 25 to: * amend the floor area definition to specifically exclude areas of the building where no physical floor exists (e.g. adjacent to lofts, mezzanines or over stairwells); and * define crawl spaces as spaces where the floor to ceiling height, as measured from ground seal to the underside of the floor joist of the first storey, is not more than 1.5m (5ft) high and the ceiling height is not more than 1.2m (4ft) above average grade, except that floor to ceiling height greater than 5ft are permitted where the ground seal is unfinished and sloping;
AND FURTHER THAT Council make no amendments to the Land Use Bylaw definitions with respect to measuring average grade. (COW-47-09)

CLOSED MEETING RESOLUTION THAT there is need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(a), (d) and (g) of the Community Charter.
