The Council held a Regular Meeting focusing heavily on adopting recommendations from the Committee of the Whole regarding development referrals (Helmken/Conard), parks maintenance (fencing in Glenairlie and Mellor Parks, Portage Park access), and minor budget amendments related to the Lime Kiln project. Council also received a CRD presentation and directed staff to send letters regarding the future use of the Velodrome and the Town's objection to extreme fighting events at Bear Mountain Arena. Final action included giving third reading to Land Use Bylaw Amendment No. 750 (Hallowell CD-14 Zone).
Key Decisions
- THAT support be granted for the opening hours of the Four Mile Pub, 199 Island Highway, be temporarily extended to 10 a.m. for the 2009/2010 NFL season.
- THAT public trail and walkway signage be considered in the 2010 budget process.
- Council agreed to reallocate up to $20,000 from the lime kiln budget to other projects for the current year, while directing staff to start preparing documentation (terms of reference) for future lime kiln consultant work.
- Council directed staff to refer the controversial Helmken/Conard rezoning application to advisory committees, recommending approval subject to significant conditions including a storm drainage plan, sidewalk construction, geothermal heating, and provision of bikes and car share vehicles for residents.
- Council approved a development permit allowing a concrete pad to be built close to the water at 61 Tovey Crescent, provided all environmental protection recommendations are followed. Council also noted no objection to a related dock application to DND.
