5. PETITIONS & DELEGATIONS

6. PUBLIC PARTICIPATION PERIOD a) P. Devonshire, 242 Glenairlie Drive, urged Council to consider equity for all in the neighbourhood when reviewing options for Rudyard Road and Stormont Road.

b) R. Plesnik, 221 Stormont Road, stated his concern with the speeding and cut-through traffic on Stormont Road and the potential for a collision. He requested that the traffic situation be dealt with and noted that he is considering legal action.

c) K. McGrath, 279 Rudyard Road, noted her concern with the traffic on Rudyard Road; indicated that the most recent improvements were a waste of money; and stated that a gate placed on Rudyard Road at Helmcken Road to stop turns onto Rudyard Road would be a solution to cut-through traffic. She observed that the staff cost estimate at $30,000 for a barrier gate was high and felt that the residents’ estimate of $15,000 was more in line with what costs would be.

d) T. Yurchak, 219 Brian Place, stated that as Rudyard and Stormont Road are public roads and funded by taxes, anyone should be able to use the roads. She feels the barrier option jeopardizes emergency response times and, as a daily user of Stormont Road, has never had an issue with traffic or missing the traffic light at Stormont Road/Island Highway. She stated she feels held hostage by the few residents that are looking for a solution and feels the proposed solutions inconvenience all residents in the area.

Mayor Screech noted that the Town has attempted to come up with solutions and undertook a comprehensive consultation with the neighbourhood approximately eighteen months ago. This consultation included open houses, voting and correspondence and found that a majority in the neighbourhood did not want to see any changes implemented. He stated that these are public roads and that this is not an easy decision.

e) L. Pakos, 336 Glenairlie Drive, asked how many vehicles were stopped when Rudyard Road was monitored by the RCMP recently.

Mayor Screech indicated that he is unaware of the number of vehicles stopped but that he received a complaint from a Rudyard Road resident that enforcement caused traffic to back up to Centennial Park and created an inconvenience.

7. BUSINESS ARISING FROM PREVIOUS MINUTES a) Potable Water Plan In response to an inquiry about the status of the process to evaluate the Town’s ability to provide potable water to residents in the event of a major disaster, the Director of Protective Services noted that he will look into it and follow-up with Council.

b) West Shore Parks and Recreation The Mayor discussed the West Shore Parks and Recreation 2017 budget vis a vis the City of Langford’s decision to not pass the proposed budget for a second year. The Mayor stated that he would like to reach out to the Member Owners’ Group to discuss a path forward to ensure the longevity of the facility.

THAT the Town invite the West Shore Parks and Recreation Member Owners’ Group to a meeting to discuss solutions to resolve outstanding financial and governance matters to ensure the longevity of this community asset. CARRIED

C-13-17 THAT Development Permit No. 2016/14 be approved;

AND THAT Development Permit No. 2016/14 include the following variances:

1. variance to the maximum height of a building from 20.0m to 22.0m;
2. variance to the overall required number of parking spaces from 153 to 148;
3. variance to the minimum length of a small car parking space from 4.8m to 4.5m;

AND FURTHER THAT Development Permit No. 2016/14 include the following condition:

1. a landscape security deposit of $34,807.00 be submitted prior to building permit issuance for the provision and installation of on-site landscaping. CARRIED

12. QUESTION PERIOD a) D. Dobbie, 7-1938 Westpark Lane, questioned whether there has been progress in the developer’s proposal for 1938 Westpark Lane to include an improved tenant compensation package as the deadline for tenants to accept the proposal is March 24, 2017.

Mayor Screech indicated that the property owners intend to shut down their operations regardless of any development occurring on the land and that Council is aware of the tenants’ concerns.
