Staff Recommendation: THAT Council approve the Proposed 2017-2021 Five Year Financial Plan and direct staff to prepare the 2017-2021 Five Year Financial Plan Bylaw and the 2017 Tax Rate Bylaw.

- 2017 Grants-in-Aid THAT the Committee recommend to Council that the following 2017 Grants-in-Aid be approved:

Playground Equipment for Newstead Park, View Royal Park and Centennial Park THAT the Committee recommend to Council that the construction and replacement of playground equipment in Centennial Park take priority in 2017 over playground equipment replacement in View Royal Park. (PREAC-01-17)
Eagle Creek Park THAT the Committee recommend to Council that the developer of Eagle Creek Village - Phase Two, establish a circular loop path on the west side of the entrance road into the Eagle Creek development off of Watkiss Way, located within the park property. (PREAC-02-17)
THAT the Committee recommend to Council that staff request the developer of Eagle Creek Village - Phase Two to remove all barbed wire fencing within Eagle Creek Park. (PREAC-03-17)
