1. CALL TO ORDER

Mayor Screech called the Public Hearing to order at 7:00 pm

3. PUBLIC HEARING

a) Statement of Public Hearing Procedure Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing The Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on March 22, 2017. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, March 29, 2017 and Friday, March 31, 2017. A total of approximately 621 notices were mailed on March 22, 2017 to owners and residents of land located within a 400 metre radius of the subject property.

4. REPORTS

4.1 STAFF REPORTS

a) 94 Talcott Road – Temporary Use Permit No. 2017/01 – Public Hearing

Comments from Municipal Staff The Planner gave a summary of the Temporary Use Permit application to facilitate the use of 94 Talcott Road for transient residential use for up to one additional year, terminating on March 31, 2018.

Council and staff discussed on-site security personnel; hours for security personnel; and an increase in demand on RCMP resources.

Comments from the Applicant M. McNaughton, Regional Director, BC Housing, 455 Kingsway, Burnaby, BC, discussed neighbourhood engagement and future housing in the region for the homeless. He stated that BC Housing would meet the conditions of the Temporary Use Permit as proposed by Town staff.

Council and Mr. McNaughton discussed an increase to security patrol hours during the summer months to two security personnel between the hours of 3:00 p.m. – 7:00 p.m.; and the increase in RCMP calls to the facility.

Mr. McNaughton thanked the community for attending the Public Hearing and noted that it is BC Housing’s intention to close the facility by the end of the year.

Comments from the Public a) M. Upton, 85 Talcott Road, stated his opposition to the Temporary Use Permit No. 2017/01 for 94 Talcott Road and expressed safety concerns. b) M. Rose, 54-14 Erskine Lane, stated her opposition to Temporary Use Permit No. 2017/01 for 94 Talcott Road and expressed safety concerns. c) D. Ruffle, 62-14 Erskine Lane, read aloud her neighbour’s (M. Rose) proposed recommendations for the use of Choices Transitional Home and stated her safety concerns. d) Resident, 14 Erskine Lane, stated his objection to Temporary Use Permit No. 2017/01 for 94 Talcott Road as it has impacted his livelihood. He requested that no further extensions be granted and that the Town write the Capital Regional District (CRD) Chair to see how other municipalities in the region can assist in the area of homelessness. e) A. Milne, 13-95 Talcott Road, stated his concerns in regard to Temporary Use Permit No. 2017/01 for 94 Talcott Road, specifically security; property depreciation; impact to RCMP resources; and the performance bond. f) C. Thorton-Joe, 987 Ambassador Avenue, spoke in regard to the importance of shelter for the homeless and thanked Council and the residents for supporting Choices Transitional Home. g) D. MacNally 353 Linden Avenue, Trustee, School District No. 61, spoke in regard to the need for shelter for the homeless and that she is in support of the Temporary Use Permit No. 2017/01 for 94 Talcott Road. h) R. McGuire, 427 Creed Place, stated his opposition to the Temporary Use Permit 2017/01 for 94 Talcott Road as it is a disruption to the neighbourhood and the residents frighten other residents in the area. i) D. Skinner, 14 Erskine Lane, spoke in regard to the need for facilities such as Choices Transitional Home and expressed support for Temporary Use Permit No. 2017/01 for 94 Talcott Road. j) E. Rogers, Together Against Poverty, 1311 Stanley Avenue, spoke in regard to the housing crisis in the region and urged Council to support Temporary Use Permit No. 2017/01 for 94 Talcott Road. k) L. Pedersen, 2319 Chilco Road, Board of Directors, Our Place Society, spoke in support of Temporary Use Permit No. 2017/01 for 94 Talcott Road as there is a housing crisis in the region. l) Resident, 2830 Craigowan Road, stated that homelessness is a regional issue and, as a region, it is our responsibility to help look after the homeless given that addicts will not get better in the absence of a home. m) B. Robson, 89 Talcott Road, stated that the neighbourhood has changed since the opening of Choices Transitional Home and he no longer feels safe in his neighbourhood. n) R. Burley, 14-14 Erskine Lane, spoke in regard to her experiences with the residents of Choices Transitional Home and stated her support for Temporary Use Permit No. 2017/01 for 94 Talcott Road. She suggested that perhaps the number of friends that can visit residents at Choices Transitional Home could be limited. o) S. McGuire, 427 Creed Place, stated that Choices Transitional Home is close to schools and residences and that she no longer feels safe in the neighbourhood. She expressed her objection to Temporary Use Permit No. 2017/01 for 94 Talcott Road. p) J. Goddard, 94 Talcott Road, stated he is a resident of Choices Transitional Home and he is neither an addict nor alcoholic but became homeless due to medical issues. q) C. Gustafson, 96 Talcott Road, stated the residents of Choices Transitional Home respect the neighbourhood and security is in place. She feels the Town needs to help with homelessness. r) S. Dana, 311 Stewart Avenue, stated that he sympathizes with the residents who do not feel safe in and around 94 Talcott Road. He noted that there is a need for additional lighting along the CRD’s Galloping Goose Regional Trail. s) L. Bartlett, 2326 Francis View Drive, stated she hopes there will be no further extensions for the use of 94 Talcott Road as Choices Transitional Home. t) K. Kelly, 283 Crease Avenue, stated that low barrier housing is not a solution and that a therapeutic community at 94 Talcott Road would be a better use of the facility.
