CALL TO ORDER – Councillor Rogers called the meeting to order at 7:06 p.m.

a) Selection of Chair and Vice-Chair

Councillor Rogers welcomed new and re-appointed members.

The Chair and Vice-Chair were selected for the Parks, Recreation, and Environment Advisory Committee.

The Chair noted that she is happy to be working with the Parks, Recreation and Environment Advisory Committee members.

8.1 STAFF REPORTS

a) Action List Update

The Committee discussed the action list update, inquiring as to whether the Town has received a response to the June 23, 2016 letters sent to the Minister Responsible for Housing regarding amendments to the BC Building Code concerning the requirement for rough-in installation of level 2 electric vehicle infrastructure (PREAC-03-16) and to BC Hydro regarding the installation of an electric vehicle charging station at the Helmcken Park and Ride (PREAC-04-16). The Committee also inquired into the status of the Stretch Code to require passive house standards in construction (PREAC-10-16).

b) Playground Equipment for Newstead Park, View Royal Park and Centennial Park

Newstead Park – The Parks Supervisor presented pictures of Newstead Park and proposed plans for the new playground equipment, noting there are some challenges with two large trees.

The Committee and staff discussed the historical information for Newstead Park; playground equipment to be CSA approved; playground structure to be centered in the park; and possible fencing around the park should funding be available.

View Royal Park - The Committee and staff discussed the replacement of the playground equipment at View Royal Park, specifically:

small playground due to size of the park;
habitat structure, climbing equipment and platform and all in one tot structure;
several options available due to existing drainage system; and
replacement of playground equipment in Fall 2017.

Centennial Park – The Committee and staff discussed the replacement of playground equipment and redesign of Centennial Park. Staff noted that the Town will be hosting an open house to engage the public on design and equipment options for this park. The Committee would like Centennial Park upgraded prior to View Royal Park.

PREAC-01-17 THAT the Committee recommend to Council that the construction and replacement of playground equipment in Centennial Park take priority in 2017 over playground equipment replacement in View Royal Park. CARRIED D. Turner voted in the negative

c) Shoreline Drive Water Access

The Director of Engineering noted it has been difficult to obtain the foreshore tenure from the Province for the Shoreline Drive water access project. He stated the access is to be utilized for non-motorized boats and that work is expected to commence in June.

d) West Shore Parks & Recreation Skate Park

The Chair noted that West Shore Parks and Recreation has been working in conjunction with the Westshore Skateboard Coalition to construct a new skate park in the West Shore. The West Shore Parks and Recreation Board supports a new skate park and has a site available on the Juan de Fuca Recreation Centre property. The Westshore Skateboard Coalition is to provide the required funding.

e) Parks Master Plan

The Director of Engineering advised the Committee that the Parks Master Plan will be coming forward to the April Committee of the Whole meeting and Councillor Rogers invited the Committee members to attend.

f) Water Accesses

The Committee and staff discussed water access in View Royal and noted this will be addressed in the next iteration of the Parks Master Plan. Councillor Rogers stated that work needs to be done to preserve and mitigate the environmental impact to provide amenities to the community. Council will choose water accesses that have the greatest community value and will need to allocate adequate funding to ensure environmental issues can be addressed.

g) Eagle Creek Park

The Committee and staff discussed the development of the trail in Eagle Creek Park, specifically:

narrow trail will have less impact on environment;
hard surface, natural, circular loop trail;
liability issues; and
maintenance challenges.

PREAC-02-17 THAT the Committee recommend to Council that the developer of Eagle Creek Village - Phase Two, establish a circular loop path on the west side of the entrance road into the Eagle Creek development off of Watkiss Way, located within the park property. CARRIED

PREAC-03-17 THAT the Committee recommend to Council that staff request the developer of Eagle Creek Village - Phase Two to remove all barbed wire fencing within Eagle Creek Park. CARRIED
