4. MAYOR’S REPORT

A photograph of the Capital Regional District’s 50th anniversary quilt which hangs in the CRD boardroom was displayed and the Mayor acknowledged the work of Georgia Andrews and Ann Fox, View Royal residents, who quilted the View Royal square.

The Mayor expressed appreciation for an event in which View Royal firefighters, D. Coleman, A. Jones and E. Calla, with the assistance of BC Ambulance paramedics, resuscitated a resident in late December 2016. The firefighters arrived within two minutes of the call due to the overnight shift coverage now in place at the Public Safety Building.

a) I. Parnell, Manager, Protected Areas, Canadian Wildlife Service, Re: Roles and Responsibilities Relating to Migratory Bird Sanctuaries

Mr. Parnell gave a PowerPoint presentation to Council in regard to roles and responsibilities for migratory bird sanctuaries. He specifically highlighted:

  • The purpose, background and national context of migratory bird sanctuaries;
  • prohibitions and permitting;
  • jurisdictional roles and responsibilities; and
  • regulation vs. stewardship.

Council and Mr. Parnell discussed the potential impacts of reflective materials and lighting to birds and information sources for suggestions to minimize these impacts.

12. QUESTION PERIOD

a) P. Devonshire, 242 Glenairlie Drive, questioned whether residents would be contacted regarding options for Rudyard/Stormont/Helmcken Roads traffic modifications and also suggested the installation of a camera for purposes of ticketing the illegal left turns from Helmcken Road onto Rudyard Road.

The Mayor noted that discussions regarding options will be brought forward to the 2017 budget deliberations.
