6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Habitat Acquisition Trust – Presentation Re: Natural Habitat in Urban Areas

P. Erickson-McGee from Habitat Acquisition Trust gave a PowerPoint presentation regarding the company and natural habitat in urban areas, specifically:

  • non-profit society that conserves nature on South Vancouver Island;
  • species at risk;
  • creating stewards and protecting natural areas;
  • inclusion of habitat in your community;
  • road kill monitoring;
  • volunteer nest box building and installation for bats and owls;
  • habitat in dead trees;
  • protecting natural areas ie: Stoneridge Wetland;
  • naturescapes on municipal land; and
  • restoration and invasive plant removal.

The committee discussed installation of bat houses; net canopy tree loss; replanting trees; invasive species coordinator; and improving the habitat.

R. Bickel will bring some resources and ideas to the next Parks, Recreation and Environment Advisory Committee meeting. It was also noted that there is a need to engage the community in restoration programs.

b) View Royal Park Community Garden Society’s Urban Agriculture Project’s Five Year Plan

Members of the View Royal Park Community Garden Society presented their Project’s Revised Five Year Plan, a copy of which is attached hereto and forms a part of these minutes, noting the following:

  • addition of garden beds/ plot expansion;
  • waiting list/vacant spots;
  • green house, fruit trees, and market garden;
  • View Royal Park Master Plan, flexible area, and smaller plots than larger;
  • compost areas and maintenance;
  • Garden Society to maintain between the beds;
  • rain barrel catchment system; and
  • food sustainability.

The Committee discussed their concerns in regard to parking issues; the purpose of the greenhouse and market garden; responsibility for maintenance of the pollinator beds and rain garden; and portable washroom.

The Committee noted that they are in support of options A and B and would like to see more involvement from the community in this project; and would like to see a revised plan at the next Parks, Recreation and Environment Advisory Committee meeting. The View Royal Community Garden Society requested a copy of the Parks Supervisor’s notes regarding the View Royal Park Master Plan.

c) Eagle Creek Park

Councillor Rogers noted that Eagle Creek Park Trail is now complete and being used; and the barbed wire has been removed; and that the loop is too close to the stream and will need to be narrowed by the creek.

d) Public Right of Way on Glentana Road

PREAC-12-17 THAT the Committee recommend to Council that staff consult with the developer of 105-108 Glentana Road to request that fencing be installed along the east property line of 1500 Glentana Road should the development permit take longer than six months to complete;

AND THAT the developer of 105-108 Glentana Road cover the cost of the fence in order for the unbuilt road right-of-way off Glentana Road to be opened up into Portage Park by the Trails Working Committee CARRIED

7. REPORT

7.1 STAFF REPORTS

The Parks Supervisor noted that the new playground at Newstead Park is complete; the spinner will be transferred to View Royal Park; turf has been installed; and BC Hydro has one pole to replace.

View Royal Park has plenty of area to be used for the addition of new playground equipment; tot structure; slide; wheelchair accessible options; and a zip line.

The Committee discussed bike park ideas with flexible community space; as well as having community involvement in the process for View Royal Park.

PREAC-13-17 THAT the Committee recommend to Council that only 1/3 of the $150,000 budget for playground equipment in View Royal Park be spent and that the other 2/3 of the budget be temporarily held back until a bike park can be investigated. CARRIED

a) Parks and Trails Map Updates

The Committee discussed coordinating dates for a walk-through of View Royal parks with a tentative date of Sunday November 5, 2017. A. Fodchuk will send email to confirm.

b) View Royal Bike Park

c) Single Use Plastic Bag Ban

The Committee discussed the elimination of single use plastic bags in particular:

  • bag categories; biodegradable and compostable;
  • types of businesses to be regulated and options for compliant bags;
  • feedback from other municipalities; and
  • clarification on single-use ie. doggy bags.
