10. NEW BUSINESS

a) Single Use Plastic Bag Ban

The Committee discussed the elimination of single use plastic bags, specifically:

  • what other municipalities are doing;
  • View Royal have been leaders with compost;
  • impact on local/small business; and
  • timeline for implementation.

CDAC-01-17 THAT the Committee recommend to Council that they support the ban of single-use plastic bags as per the CRD Single Use Plastic Ban - Draft Model Bylaw with an appropriate notice period provided to local businesses that would be impacted. CARRIED

b) Block Party Policy

The Committee discussed establishing a process to encourage block party events in local neighbourhoods, specifically:

  • grants being an appropriate incentive; and if so, should there be a limit to the number of events and restrictions on what the money could be used for;
  • should events promote a purpose in addition to social, such as disaster management;
  • additional costs the Town would incur such as staff time and supplies;
  • compare the Town’s current process (informal) to other municipalities; and
  • promotion of events.

CDAC-02-17 THAT the Committee recommend that staff email the Community Development Advisory Committee members examples of other municipal processes for review prior to their next meeting. CARRIED

c) 2018 Financial Plan

The Director of Engineering discussed the financial plan process, and advised the Committee that this year the Town would be hosting a specific budget meeting for public participation.

d) Canada Day 2018 Event

Councillor Mattson advised the Committee that Volunteer View Royal is considering organizing another Canada Day Event and is looking for the Committee’s input on planning and assistance with the event. It is expected the event would be hosted at the same location (Craigflower Manor) using the same template for planning based on previous success. Councillor Mattson will confirm that the Highland Games Society is also willing to participate.

CDAC-03-17 THAT the Committee recommend to Council that the Community Development Advisory Committee assist Volunteer View Royal and the Highland Games Society to plan and participate in a 2018 Canada Day Celebration. CARRIED
