Meeting Overview

At the June 1, 2010 Council meeting, the Town of View Royal awarded a major contract worth $4,173,698 to Don Mann Excavating for the Island Highway Improvement Project. Council also approved development permits for 286 Wilfert Road and a temporary commercial use permit for a site office at 2429 Chilco Road. Public participation focused on concerns regarding permanent versus temporary fencing at Centennial Park, and several bylaws regarding accessory buildings and recreation center fees received their initial readings.

Key Decisions

  • THAT Council approve the issuance of Development Permit 2010/06 for 286 Wilfert Road as per the plans attached to the June 1, 2010 Council Report from the Senior Planner; AND THAT Development Permit 2010/06 include: A condition that a Section 219 Covenant be registered on title with respect to the strata’s obligation to ensure the driveway is clear and free of ice or snow and that the driveway not be used for the parking of vehicles; Variance to the required number of RV parking spaces specified by Land Use Bylaw, 1990, No. 35 from 0.25 per unit to 0; A requirement to remove invasive species on the subject site; A requirement to install split rail fencing along either side of the nature trail on the subject site.
  • THAT the issuance of Temporary Commercial Use Permit 2010/03 for the use of a mobile site office trailer at 2429 Chilco Road as per the plans attached to the June 1, 2010 Council report from the Senior Planner be approved; AND THAT the permit be valid from its issuance until June 1, 2012.
  • THAT the Island Highway Improvement Project be awarded to Don Mann Excavating in the amount of $4,173,698.00 (excluding GST).
  • THAT the email dated May 19, 2010 from R. Cheeke, Re: Centennial Park be received for information.
  • THAT holding of a Public Hearing regarding Land Use Bylaw, 1990, No. 35, Amendment Bylaw No. 771, 2010 be waived in accordance with section 890(4) of the Local Government Act.
