AWARD OF TENDER FOR THE 2019 BEAUMONT DRAIN REPLACEMENT CONTRACT
RECOMMENDATION:
THAT Council approves the award for the Town’s 2019 Beaumont Drain Replacement Contract to Ramida Enterprises Ltd. at a price of $106,140.73 plus GST that includes both parts A and B of the tendered project;
AND THAT the Town’s authorized signatories execute the required documentation.

PURPOSE OF REPORT:
To receive Council approval to award the Town’s 2019 Beaumont Drain Replacement Contract to the lowest bidder, Ramida Enterprises Ltd.
TIME CRITICAL:
The project is slated to be completed by October 31st, 2019. To complete the project by the end of the 2019 calendar year the project should be awarded as soon as possible.
BACKGROUND:
The Beaumont Avenue drain main, from View Royal Avenue to the outfall at Kerwood Street was highlighted for replacement in the 2017 Master Drain Plan.
This section of drain main consists of undersized corrugated steel pipe (CSP), bottomless CSP, vitrified clay pipe and concrete pipe.
The tender for the Town’s 2019 Beaumont Drain Replacement Contract was advertised on BC Bid, Civic Info BC, and on the View Royal municipal website with the closing date for this tender being July 10th, 2019.
PROJECT INFORMATION:
Staff have tendered this project with two options. The undersized and structurally faulty sections of pipe are to be replaced as the main portion of this project (Part A). In addition to this, an option to replace a vitrified clay pipe section that currently is in good condition was included in the bid prices (Part B). The bid amount for Part A was the determining factor for the contract award. The option for Part B was predicated on both options being within budget.
Currently the vitrified clay section of pipe is in reasonably good condition, however it is quite old, and will need to be replaced well before the newly constructed pipe. Vitrified clay pipe comes in shorter sections which result in more joints. These joints are not gasketed and are more easily compromised by vegetative roots. Vitrified clay pipe is also prone to cracks which also allow root intrusion. The existing vitrified clay pipe is of a smaller diameter then the pipe sections being replaced. At this time the pipe is not undersized, but by upgrading it to the same size pipe being replaced, we will create additional capacity to handle future development and the increase in rain intensity. The final reason to replace the vitrified clay pipe now is its age. This pipe is now 60+ years old and will likely need replacement for structural issues in approximately the next 10 to 15 years. In addition, the Part B bid amount received by the low bidder was exceptionally low compared to other bids.
The services to be carried out under this contract include the following:
Supply and install all works to replace the Beaumont Avenue drain main:
- Supply and install new 375 diameter HDPE pipe
- Supply and install new 1050 diameter concrete manholes
- Supply and install new Rip Rap drain channel
- Various site works
The bid results for Part A were as follows:
- Ramida Enterprises Ltd.: $92,455.39
- Plan Contracting Ltd.: $113,615.00
- Victoria Contracting & Municipal Maintenance Corp.: $162,622.50
- Five Star Paving Co. Ltd.: $170,130.00
- Socor Ltd.: $247,400.00
The bid results for Part B were as follows:
- Ramida Enterprises Ltd.: $13,685.34
- Plan Contracting Ltd.: $39,915.00
- Victoria Contracting & Municipal Maintenance Corp.: $42,449.00
- Five Star Paving Co. Ltd.: $31,000.00
- Socor Ltd.: $57,528.00

In conclusion, staff recommends that the proposed 2019 Beaumont Drain Replacement Contract be awarded to Ramida Enterprises Ltd. Staff also recommends completing the optional drain work outlined in this project. This will provide our residents with an upgraded drain main, with no impact to the proposed 2019 capital budget.
BUDGET IMPLICATIONS:
The budgeted amount for this project is $175,000. Costs for the project in addition to the tender would include engineering consulting fees for design, administration and inspection of the project as well as a contingency allotment to cover unanticipated issues that may arise during construction.
