1. CALL TO ORDER – Mayor Screech called the Public Hearing to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure
Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on January 19, 2021. The notice was also advertised in two consecutive issues of a newspaper being the Times Colonist on Wednesday, January 27, 2021 and Thursday, January 28, 2021. A total of approximately 841 notices were mailed on January 20, 2021 to owners and residents of land located within a 400 metre radius of the subject property.

- Report dated January 18, 2021 from the Senior Planner
The Senior Planner and Director of Engineering summarized the report for Council.
Council and staff discussed a sanitary sewer pipe that the developer will be required to replace, site access/egress, neighbourhood traffic patterns, parking, density, current permitted uses, and the need for a boulevard maintenance agreement.

a) Official Community Plan No. 811, 2011, Amendment Bylaw No. 1060, 2020 A Bylaw to Amend the Town of View Royal Official Community Plan with Respect to the Neighbourhood Centre Land Use Designation, the Neighbourhood Mixed Use Development Permit Area and the Land Use Designation of 298 Island Highway

Comments from the Applicant T. Ankenman, architect, spoke to Council regarding the proposed development of 298 Island Highway, specifically:
- site and context;
- design rationale;
- market demographics;
- project features;
- public consultation;
- traffic; and
- floor plans and renderings.
Council, staff, and Mr. Ankenman discussed potential for some residential rental occupancy, anticipated site remediation, hours of operation for commercial tenants, parking and shared use of commercial parking spaces by residential visitors after commercial hours, building height, landscape screening, and traffic noise on the proposed public area patio.
- Comments from the Public a) G. Mead-Robins, 227 Suzanne Place, stated she liked the presentation though noted she would prefer a four-storey building. b) G. Hill, 296 Eltham Road, stated his concern regarding the proposed development at 298 Island Highway, specifically lack of community engagement, commercial use, parking, Eltham Road driveways being used as a turn around for cars, building height, and increase in traffic. c) Resident, Admirals Road, stated her support for the proposed development at 298 Island Highway, noting she likes the proposed commercial use and walkability to the development. d) J. O’Farrell, 292 Bessborough Road, stated his parking concerns regarding the proposed development at 298 Island Highway. e) A. Hodgson, 294 Eltham Road and R. Rose, 293 Eltham Road, stated their concerns regarding the proposed development at 298 Island Highway, specifically parking, access/egress, and building height. f) Resident, Levista Place, stated her support for the proposed development at 298 Island Highway, noting she likes the walkable amenities, creation of a centre and core for View Royal. She feels the development will bring more business and locals to the area. g) C. Blanchard, 101-290 Island Highway, stated her concerns regarding the proposed development at 298 Island Highway, specifically density, building height, traffic, and parking. She sought clarification on the public plaza’s longevity, potential for a roundabout at the Island Highway/Helmcken Road intersection, and parking for service vehicles and guests to the residential units. h) D. Hanson, 286 Helmcken Road, stated her concerns regarding the proposed development at 298 Island Highway, specifically traffic impact to neighbouring property owners if there are cut-through patterns established, noise levels, and resident/pedestrian safety. i) C. Sanderson, 27 Jedburgh Road, stated her concerns regarding the proposed development at 298 Island Highway, specifically increase in traffic impacting neighbouring streets. She raised a prior request made for speed humps on Jedburgh Road. j) C. Cavaghan, 45 Stoneridge Drive, stated his support for the proposed development at 298 Island Highway, noting the proposed development will improve the intersection at Island Highway/Helmcken Road and a grocery store within walking distance for residents will decrease traffic. k) S. Barnes, 1-235 Island Highway, stated his support for the proposed development at 298 Island Highway, stating the density, height, access/egress, and mixed-use development is good for the area. He inquired whether the development’s off-site works would include a bike lane so as to extend what is already available on Island Highway. l) M. Unwin, 45 Stoneridge Drive, stated his support for the proposed development at 298 Island Highway, noting it is a positive change for the area and may spur other similar projects. m) S. Francis, 293 View Royal Avenue, stated her support for the proposed development at 298 Island Highway, noting she likes the idea of a community gathering space; however, she feels a local, independent business would provide something unique. n) D. Wilson, 291 View Royal Avenue, stated her concerns regarding the proposed development at 298 Island Highway, specifically how commercial delivery and service vehicles will be accommodated. o) C. McDougald, 291 View Royal Avenue, stated her concerns regarding the proposed development at 298 Island Highway, specifically building height, parking, increase in traffic, and traffic impact to neighbouring streets both during and after construction. p) B. DiLucca, 33-278 Island Highway, stated her support for the proposed development at 298 Island Highway, specifically the development’s ability to create a sense of community through its commercial tenant and walkability to the site. She asked whether the municipality could require the commercial tenant to have a coffee and sandwich bar with both indoor and outdoor seating.
