4. PETITIONS & DELEGATIONS
a) B. Koval, Biologist/Coordinator, Peninsula Streams Society, Re: 2020 Grant in Aid Application
Mr. Koval and the Society’s Assistant Coordinator spoke to the Committee regarding the grant in aid application for the Millstream Creek Fishway Project in the City of Langford, specifically:
- project details, including costs, benefits and location;
- partnership work with the Capital Regional District who will provide in-kind assistance;
- ongoing fundraising as prices increase over time;
- awaiting word on a Department of Fisheries and Oceans grant application;
- permits obtained for the required work;
- project to commence June 15;
- community involvement and engagement; and
- a request from the Town for $10,000 towards the project.
The Committee and Mr. Koval discussed funding for the Project.

The Committee and Inspector discussed the 2019 Annual Year End Report and the Inspector asked Councillor Lemon to learn about what Council’s priorities will be for the coming year.

6.1.4 New Business
a) COVID-19 – Municipal Preparedness – Councillor Rogers
The Fire Fighter/Emergency Programs staff member and the Director of Protective Services provided a presentation regarding the Town’s preparedness in response to the novel coronavirus. The Committee discussed Federal and Provincial outbreaks of COVID-19. It was noted that British Columbia is currently in a containment phase and is preparing for the risks associated with the spread of the virus, an emergency response and a recovery plan.

a) D. Gawley, 22-15 Helmcken Road, Re: Community Response to the Eagles Nest Proposal at 1449 Burnside Road West
D. Gawley spoke to the Committee regarding the community’s response to the proposed rezoning for 1449 Burnside Road West, specifically:
- concerns from the community include density, change of character for the neighbourhood, increase in traffic volume, length of construction, blasting and parking of construction vehicles;
- the desire to see a decrease in traffic and density in the Helmcken/Burnside Road area; and
- possibility of townhomes being viable on this site.

a) T. Main, President, Victoria Pickleball Association, 430-2210 Cadboro Bay Road, stated her support for the rezoning of the Eagles Nest development. b) S. a) Rezoning – 1449 Burnside Road West (Eagles Nest)
- Report dated February 26, 2020 from the Community Planner
The Community Planner gave a summary of the report to the Committee, noting that the application is consistent with the Official Community Plan.
The Committee and staff discussed underground parking, traffic, landscape design, and setbacks to the property line shared with 15 Helmcken Road.
J. Kay, Town Square Planning, R. Whetter, dHK Architects, S. Murdoch, Murdoch deGreef Inc., and N. King, Watt Engineering, spoke to the application, specifically:
- planning and engagement - development drivers and objectives, current site conditions, support for tenants, site context, site plan evolution and community input in that evolution, including Hidden Oaks strata and the decision to not open the easement through that strata for access into the development;
- site analysis – tree removal and retention, rocky outcrop, and setbacks proposed from property lines;
- proposed site plan and development statistics including a potential landscape and woonerf plan, site sections, and Helmcken Road streetscape;
- transportation – regional and local traffic, transportation planning and demand management and amenities; and
- timeline and benefits to View Royal.
The Committee and applicant discussed the background regarding the easement over 15 Helmcken Road, setbacks, traffic impact, the proposed entrance to underground parking, woonerf use and lighting.
The Committee expressed a desire to see the application move forward to bylaw preparation. The Community Planner indicated that the next steps would be to create a specific comprehensive development zone and to see if the servicing is viable. The Committee noted they anticipate the Zoning Bylaw amendment to undergo a public hearing, subject to consideration of bylaw readings, given the community interest in the development.

The Committee and staff discussed additional information to be provided.
The Project Manager, West Urban Developments, 63-370 Latoria Boulevard, spoke to the Committee regarding public engagement and traffic management, including potential intersection improvements.
The Committee, R. Olsen and T. Schulte, discussed density, project phasing, street typology, site coverage, parkade design, and tree protection and retention.
