1. CALL TO ORDER – Mayor Screech called the meeting to order at 7:00 p.m.

a) D. Faulks, 196 Werra Road, asked if the Galloping Goose Regional Trail is a rail corridor and would like to see the land under the Trail preserved as a rail corridor.

b) R. Teves, 2372 Chilco Road, stated her interest in keeping chickens on her property located in the CD-16 zone.

7. BUSINESS ARISING FROM PREVIOUS MINUTES

a) CREST Communications Tower – Councillor Rogers

Councillor Rogers inquired as to other possible sites in View Royal for the proposed CREST communications monopole. He requested that when the matter comes forward again, that the pros and cons of a Nursery Hill Park siting be described.

C-37-18 THAT, pursuant to Section 58(1) of the Local Government Act, that Kenneth Lyle Schaalje be appointed Chief Election Officer for conducting the 2018 general local elections;

AND THAT Marion Bernice Villines and Elena Bertina Bolster be appointed Deputy Chief Election Officers for the 2018 general local elections. CARRIED

b) 2018-2022 Financial Plan Approval

  1. Report dated March 1, 2018 from the Director of Finance

It was noted that 2018 View Royal Park funding is intended to include playground equipment; modifications to the circular trail; bike skills area design, consultation, and potentially some initial work; and $1,500 for up to ten garden beds as determined between the View Royal Park Community Garden Society and staff.

C-38-18 THAT the 2018-2022 Financial Plan be approved in principle and further that the 2018-2022 Five-Year Financial Plan bylaw be prepared for consideration at the next Council meeting. CARRIED

c) Chilco Trails Budget 2018-19

C-39-18 THAT the proposed 2018-2022 Financial Plan be amended to advance Phase 4 of the Chilco Trails Project from 2019 to 2018 and that it be funded from the Gas Tax Community Works Fund;

AND THAT the project budget be increased by $15,000 to a total budget of $140,000 to account for cost increases and inflation. CARRIED

C-40-18 THAT the Town write a letter to Premier John Horgan and Public Safety Minister/Solicitor General, Mike Farnworth, stating the need for a Human Trafficking Task Force and enforcement of the Protection of Communities and Exploited Persons Act. CARRIED

b) Email dated February 21, 2018 from B. Teves, 2372 Chilco Road, Re: Keeping of Chickens in the CD-16 Zone

The Director of Corporate Services noted that the Zoning Bylaw sets the minimum lot size for the keeping of chickens at 600 m² and 2372 Chilco Road is 530 m².

Council and staff discussed potential options.
