a) Temporary Use Permit No. 2018/01 - 280 Island Highway

4. Correspondence a) Email dated December 4, 2018 from W. Kiel and B. Holden, 278 Island Highway, Re: Temporary Use Permit No. 2018/01 - 280 Island Highway (Pg.17)

Staff Recommendation:

THAT Temporary Use Permit No. 2018/01 - 280 Island Highway be approved with the following conditions:

A. Term:

• Expiry on July 31, 2019

B. Conditions:

1. Portable structure specified and located as show in Attachment 2.
2. Open only on Saturdays and Sundays from 1:00 p.m. to 4:00 p.m.
3. A Permit to Encroach in Road Allowance issued by the Director of Engineering. The permit would set fees, establish performance standards, require maintenance, name the Town as additional insured, and require deposits to ensure removal, among other matters.

b) 2018 Union of British Columbia Municipalities Evacuation Route Planning Grant Application Approval

1. Report dated November 15, 2018 from the Emergency Management Officer (Pg.18 - 23)

Staff Recommendation:

THAT Council pass a resolution approving the application for the 2018 Union of British Columbia Municipalities (UBCM) Evacuation Planning Grant;

AND THAT Council direct staff to bring forward a report when notification of funding approval has been received from UBCM.

c) Community Engagement and Satisfaction Survey

1. Report dated November 26, 2018 from the Director of Development Services and the Corporate Officer (Pg.24 - 26)

Staff Recommendation:

THAT a community engagement and satisfaction survey be completed in early 2019 as part of the strategic planning process at a cost not to exceed $40,000.

d) 2019 Heavy Rescue Award of Contract and Loan Authorization

1. Report dated December 11, 2018 from the Director of Protective Services (Pg.27 - 30)

Staff Recommendation:

THAT the contract for construction and delivery of one ULC, NFPA compliant heavy rescue fire apparatus (SPARTAN/SVI brand) be awarded to Safetek Fire Apparatus of Abbotsford, BC in the amount of $814,600, excluding taxes;

AND THAT the Council of the Town of View Royal authorizes up to $800,000 be borrowed, under section 175 of the Community Charter, from the Municipal Finance Authority, for the purpose of the acquisition of one heavy rescue fire apparatus;

AND FURTHER THAT the loan be repaid within 5 years, with no rights of renewal.

THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(c) - employees and (k) – municipal service.
