Staff Recommendation: THAT Council consider scheduling a Special Council meeting prior to June 10, 2011 to give the Official Community Plan bylaws first and second reading.
8.2 COMMITTEE REPORTS
a) From the Special Committee of the Whole meeting held April 6, 2011 and the Committee of the Whole meeting held April 12, 2011
Recommendations:
- Confirmation of Five Year Capital Plan
- THAT the Committee recommend to Council that Watkiss Way – Burnside Road to Talcott Road; Watkiss Way – Highland Road to Burnside Road; and Six Mile Road – Atkins Road to Thetis Park be removed from the Five Year Capital Plan. (COW-21-11)
- THAT the Committee recommend to Council that $20,000 be put toward a concrete sidewalk from the E&N Rail Trestle to Glentana Road in 2011. (COW-22-11)
- THAT the Committee recommend to Council that there be an increase of $50,000 for the years 2012-2015 for the implementation of the View Royal Park Plan for a total of $100,000 each year. (COW-23-11)
- THAT the Committee recommend to Council that $50,000 be allotted for the Chilco Trail in 2011 and 2012, funded from developer contributions. (COW-24-11)
- THAT the Committee recommend to Council that $12,000 be allotted for a sidewalk on one side of Stormont Avenue. (COW-25-11)
- THAT the Committee recommend to Council that funding for the Parks Department dump truck be deferred to the 2012 budget. (COW-26-11)
- THAT the Committee recommend to Council that the construction of the Fire Rescue building be removed from the 2012 and 2013 budgets. (COW-27-11)
- THAT the Committee recommend to Council that the Five Year Capital Plan be approved as amended. (COW-28-11)
- THAT the Committee recommend to Council that property taxes increase by 1.5% for each of the years 2012-2015 to reduce Casino funding of the Greater Victoria Public Library. (COW-29-11)
- THAT the Committee recommend to Council that $50,000 for 2011 be transferred from the Casino reserve fund; AND THAT there be property tax increases of 2.0% for 2012; 3.0% for 2013; 3.5% for 2014; and 5.5% for 2015; AND FURTHER THAT said monies be placed into a statutory reserve fund for the future Fire Rescue building. - THAT the Committee recommend to Council that the Casino Greater Victoria Public Library savings for the years 2012-2015 be placed into the Town’s statutory reserve fund. (COW-31-11)
- THAT the Committee recommend to Council that commencing in 2012 all budgeted contributions to the statutory reserve funds be increased by the rate of inflation. (COW-32-11)
- Requested Meeting with Premier
- THAT the Committee recommend to Council that a letter be written on behalf of Council requesting that Island Mayors have a meeting with Premier Christie Clark and Transportation Minister Blair Lekstrom to discuss the loss of the VIA passenger service and the potential shutdown of railroad transportation on Vancouver Island. (COW-33-11)
- 2011 Property Tax Rates
- THAT the Committee recommends to Council that staff bring forward a tax rate bylaw to Council based on the average residential and commercial tax payer of 4.58%. (COW-34-11)
- Rezoning/OCP Amendment – 17 Eaton Road
- THAT the Committee recommend to Council that staff be directed to prepare Land Use Amendment and Official Community Plan amendment bylaws for Councils consideration; AND THAT the Official Community Plan Amendment designates this property within the Mixed Residential Development Permit Area; AND FURTHER THAT the application be referred to the Planning and Development and Transportation Advisory Committees; AND FURTHER THAT the approval of any amendment bylaws be subject to confirmation of the frontage and servicing design standards; AND FURTHER THAT the approval of any amendment bylaws be subject to the property being redesignated at a FSR of 0.45:1. DEFEATED Councillors Rogers and Screech voted in the negative
- Thetis Vale/Mill Hill Trail Network RFP Terms of Reference
- THAT the Committee recommends that Council approve the Terms of Reference for a Request for Proposals for the design of the Thetis Vale/Mill Hill Trail Network attached to the staff report dated April 7, 2011 from the Senior Planner. (COW-35-11)
- Official Community Plan – Final Draft
- THAT the Committee recommend to Council that the Draft Official Community Plan be forwarded to the Advisory Committees, the Community Advisory Committee and other participants in the process for their review and feedback. (COW-36-11)
