Letter from the City of Langford regarding the Request for Proposal for Fire Dispatch Services and the ongoing CRD-led dispatch review process.

Dear Mayor and Council;
Re: Request For Proposal – Fire Dispatch Service for the fire departments of the City of Colwood and the Town of View Royal. RFP No. 2011-911Fire.
While the City of Langford would like very much to respond to your RFP, we are currently going through a CRD lead dispatch review process and therefore are not in a position to meet your RFP deadline.
Langford Fire Dispatch currently provides a contracted service to the CRD for fire dispatch services which includes your two departments. This contract does not expire until May 31st 2012 and we are currently working together with the other 16 partners of this service to define it for the best possible service, at the lowest possible price. This process has been ongoing for a number of months and it is open to Colwood and View Royal; however, your respective fire chiefs have elected to no longer actively participate in this process.
We do not object to the right to seek another process; however, it is certainly disappointing that they would not be open to participate with us.
As always, the model we provide remains a cost recovery model only, without costs for building, electricity, heat, etc., strictly for the services of fire dispatch. We are committed to this “collective cooperative” model for all time, and are prepared to contractually confirm this in writing. Our service record stands for itself and we are terribly disappointed that your two fire chiefs have elected to not participate in the process.
It is our opinion that the services requested in the RFP are met or will be met by our ongoing CRD process. A current draft of how this information would be captured in contract language is already available to your departments through the CRD process. Our next steps in this process include addressing governance, technological needs and finance. We have attached this draft for your review.
As we are committed to this process with the CRD and believe it to be the best opportunity for all partners, we are willing to consider a response if your deadline is extended. The CRD process is ongoing and will be for a few more months consequently it would be impossible for us to meet the December 2nd deadline.
